About the Department
This position will report to the Deputy County Administrator of Health and Human Services.
This position is hybrid and will be performed both on-site at the Government Center in downtown Minneapolis at 300 6th Street South, Minneapolis, MN 55487, and remote as job duties require. While this position is designated as hybrid, based on current requirements hires must reside in or relocate to Minnesota or Wisconsin.

This position is unclassified, full-time, and benefit-earning. Unclassified positions are non-permanent (at will) and are not subject to HR law/rules.

In this position, you will:
Lead and manage the areas of financial analysis, accounting, and contracting; 140+ staff that perform duties such as finance, accounting, revenue management, transaction accounting, contracts, and grants management.
Foster and develop leadership at all levels, build talent, and maximize strengths of staff and teams; ensure succession planning.
Collaborate and build partnership across the organization to educate, inform, and partner to build and manage finances and budget.
Use data to enable departmental and county management to monitor financial operations, budget, and departmental objectives.
Provide leadership to further department-based strategies that align with county goals, mission, and core values.
Offer strategic support and advice to the senior leadership team within Health and Human Services.
Need to have:
One of the following:
Eleven or more years of management or administration experience.
Bachelor's degree or higher in business administration, economics, public administration, actuarial sciences, accounting, finance, or a closely related field and seven or more years of management or administrative experience.

- Experience:
- Managing and leading financial functions: budget preparation, contracts, financial strategy development and implementation, healthcare billing, and human services revenues for state and federal claiming.
- Leading employees and teams in a large organization.
- Working with leadership to facilitate and set financial strategy, developing opportunities and executing on those opportunities to create results.
- Applying Diversity, Equity, and Inclusion best practices in efforts to reduce racial and other disparities in the industry.
- Building diverse teams and creating an inclusive environment.
- Knowledge of:
- Accounting, financial management and strategy, auditing and actuarial principles and practices for budget preparation; expenditure/revenue budget analysis, project accounting, financial statement analysis, expenditure/revenue forecasting and funds administration.
- Mechanisms behind health and human services funding.
- Principles and techniques of management; goals and objectives relating to the department's major functions.
- Federal, state, and county laws, rules and regulations.
- Cultural differences and the impacts of culture on service delivery, organizational dynamics and ability to build relationships with staff, partners, and residents.
- Ability to:
- Demonstrate strong inter-personal and networking skills.
- Build trust with internal and external stakeholders.
- Utilize strong analytical, critical thinking and problem-solving skills.
- Be innovative and use data to improve programs and processes and measure outcomes.
- Establish and maintain effective relationships with elected officials, administrators, directors and managers, community leaders and groups.
- Be self-motivated and execute tasks with little or no guidance.
- Act decisively and be accountable for results of decisions.
- Build strategic vision and commitment to service excellence.
- Model continuous learning and growth in the areas of leadership, employee engagement and communication, and diversity, equity and inclusion.
