Salary Range: $90025 - $115000 Per Year
Job Summary: This position is open only to current and former DOD NAF Employees and current, eligible DOD Appropriated Fund Employees. Major Duties:
- Controls the planning and resources as program manager, and provides program support for the Armed Forces Recreation Center Programs as critical components to Soldier and Family resiliency under the Chief, Hospitality Programs. As required, may on occasion supervise program managers within a single or multiple program area(s) at a Headquarters level. Researches program requirements, identifies and evaluates multiple alternative solutions, formulates programs and supporting processes to address needs, and monitors solution implementation. Prepares statements of work and other documentation to support acquisition of central program solutions as necessary. Develops appropriate systems to track program actions, identifies fiscal requirements associated with program execution, and identifies trends and requirements for change as a result of analysis. Maintains knowledge of total program actions to ensure seamless management of specific processes in support of total activity needs within existing DoD and Army policy. Determines and implements changes to policy and supplemental guidance as required. Advises and assists subordinates in solving unusual or significantly complex and difficult problems, and renders decisions on controversial matters. Coordinates with other managers and representatives from other organizational entities to resolve problems. Prepares workload and production reports. Makes recommendations to improve efficiency, reduce costs, and modify project goals and organizational objectives. Is responsible for operating within budgeted allocations for the office. Assures budget revisions are approved to avoid over-obligations. Manages strategic processes associated with program implementation reflecting the current needs of the Army with regards to the total program. Assesses all program actions to ensure potential for successful field implementation as well as cost effectiveness. Maintains adequate internal controls for responsible area(s). Effectively and efficiently evaluates and completes actions ranging from those with OSD level interest to those generated by field activities.
Qualifications: QUALIFICATIONS MUST BE CLEARLY VERIFIABLE IN YOUR RESUME. GOVERNMENT POSITIONS MUST INCLUDE PAY PLAN, SERIES, GRADE, TO AND FROM DATES, AND GOVERNMENT AGENCY/DEPARTMENT. Must include at least one year of experience performing duties at a level which equipped the applicant with the particular knowledge, skills, and abilities needed to perform successfully in the position. One year of specialized experience at the next lower grade or pay level is required in addition to managerial and supervisory work experience of the caliber described above that demonstrates: - A comprehensive knowledge of the full range of principles, concepts and methodology associated with lodging functions to plan and complete assigned workload. - A comprehensive knowledge of the policies and procedures of the functional and administrative areas such as contracting, finance and accounting, budget, counsel, information management, etc., to coordinate and resolve questions/problems. - Skill in maintaining effective working relationships with both internal and external customers to serve as a point of contact for assigned projects. - Skill in written and verbal communications to explain/defend status of project, make presentations in public forums, etc. All Qualified applicants will be rated against the highly qualifying criteria by a rating panel for evaluation of the quality and extent of your total accomplishments, experience and education. Preferred Qualifications: Five years experience as hotel manager or major department head in a property of 100 or more guest rooms and/or management of multiple hotel program functions at the corporate level (a four year hospitality degree or Certification as a Hotel Administrator may substitute for 2 years of experience. One year direct supervisory experience. Detailed knowledge of multiple hotel program areas such as financial management, housekeeping, asset management, capital projects, or front desk/reservations. Experience in analyzing operational issues and developing and implementing solutions. Experience in developing requirements documents.
