Job Summary: This position is located in the Health Services Division, Integrated Support Services Directorate, Chief Operating Officer. Position description number 320257. The Salary range indicated reflects the locality pay adjustments for the Washington, D.C., Metropolitan area. This position will work a flextime work schedule. This is a non-supervisory, Non-Bargaining Unit position. Relocation expenses will not be authorized for the person(s) selected under this vacancy announcement.

Major Duties:

  • This position is in the Health Services Division (HSD) within the Integrated Support Services Directorate (ISS). The Health Services Division is responsible for the occupational health and wellness program and workers compensation program for Library employees and emergency medical response for employees and visitors to the Library. The Program Specialist provides staff support, technical support, and advice in a wide range of matters related to the fulfilling the mission of the Integrated Support Services Directorate and specifically to the Health Services Division leadership. The primary duties of this position are the execution of an approved wellness program under the direction of the Chief Medical Officer, the Supervisory Clinic Manager and the Wellness Program Coordinator. This program includes at least monthly wellness enhancing educational events for Library employees provided via a variety of modalities – in person, virtual and hybrid and two wellness expo events throughout the year. The incumbent will work with the Wellness Program Coordinator to propose and develop programming that is tailored to the needs of the Library population. The incumbent is also responsible for the safe and efficient operation of the Library’s two wellness centers and 5 lactation spaces. This includes registration of authorized users, regular inspections, identification of safety and maintenance issues, identification of needed upgrades, and liaison with Library Facility Operations and other agency personnel for maintenance issues. This position will also be responsible for providing exemplary customer service in the form of greeting and registering employees arriving at the clinic, answering phones and assessing the nature of the calls and refer to healthcare providers (Medical Doctors and Nurse Practitioners) as necessary. This may also include assisting employees with the submission of documentation and providing administrative assistance to health care providers by collecting and entering data, maintaining fully complaint health records while adhering to patient confidentiality. Customer focus, tactfulness, courtesy, and follow-through are key elements of this position. The Program Specialist may perform a variety of analytical and evaluative studies to determine effectiveness of Health Services Division operations including both internal processes and wellness programming. Incumbent will assist in Health Services Division wellness program management by reviewing and analyzing medical data and correlating and addressing inconsistencies in documentation. Prepare reports and written analysis based on the incumbent's knowledge of issues and programs related to the Health Services Division mission. These analyses may define or clarify issues and make recommendations concerning options for problem resolution. Performs other related duties as assigned
