SUPERVISORY BUDGET ANALYST

Salary Range: $89924 - $116906 Per Year

Job Summary: The primary purpose of this position is to serve as a first level supervisor, providing planning, directing, organizing, and exercising control over nonsupervisory employees assigned to 433rd Airlift Wing Financial Management Office (433 AW/FM).

Major Duties:

  • Plans, organizes, and directs the activities of 433 AW Finance Management Office, ensuring that the finance management office complies with legal and regulatory requirements and meets customer needs. Develops goals and objectives that integrate organization and financial management, budget, military pay, and travel pay objectives. Exercises supervisory personnel management responsibilities. Advises and provides counsel to employees regarding policies, procedures, and directives of management. Selects or recommends selection of candidates for vacancies, promotions, details, and reassignment in consideration of skills, qualifications, and mission requirements. Represents 433 AW/FM with a variety of installation and functional area organizations. Establishes, develops, and maintains effective working relationships with 433 AW and 960 CW commanders, group commanders, squadron commanders, and their respective resource advisors. Establishes a broad system of integrated financial controls to assist managers in program planning and decision making. Develops and establishes procedures through the Financial Management Board (FMB) to ensure participatory budget formulation and documentation on a monthly basis. Directs the overall operations of the Military Reserve Pay Office (RPO) and Travel Pay Section. Provides guidance, relays policy changes and resolves disputes. Evaluates day-to-day operation of the RPO and travel section in terms of overall effectiveness and accuracy of work processed.

Qualifications: In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes setting the overall objectives and resources available in the team. The purpose of the work is to analyze, advise on, and recommend solutions to critical budgetary problems in all phases of budget administration (formulation through execution). Work often involves interpreting and adapting to both financial and information technology laws, regulations, higher level directives, or new or revised methods that impact directly on the agency's programming and budgeting processes and which are critical to obtaining the resources required to conduct agency operations. The employee and supervisor, in consultation, develop deadlines, projects, and possible approaches. Responsible for independently planning and carrying out assignments, directing the work of others, resolving most of the conflicts that arise, coordinating the work with others, interpreting policy and regulatory requirements, and providing recommendations for improvements in order to meet established objectives and goals. Keeps the supervisor informed of progress and potentially controversial matters. Completed work will be reviewed for soundness of overall approach, effectiveness in meeting requirements or expected results, and workability of recommendations regarding agency operation programs. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of the policies, principles, concepts, guidance, procedures, techniques, and methodologies pertaining to budget formulation and financial management which include DoD Planning, Programming, Budgeting, and Execution process and its products, terminology, and guidance documents, including DoD budget and financial management regulations, OMB Circulars, and Congressional legislation. Knowledge of safety and security regulations, practices, and procedures. Ability to plan, organize, and direct the functions and staff of a small to medium sized organization to include ability to mentor, motivate, and direct subordinate teammates in the use of automated data processing concepts, systems capabilities, and economic usages to effectively complete assignments. Ability to communicate effectively, both orally and in writing. Knowledge of the mission, roles, functions, organizational structures, and operation of agency DoD and Air Force organizations pertaining to budget formulation and financial management to provide guidance to subordinate units. Knowledge of annual and multiple-year appropriations; their characteristics, uses, applications, and data structures. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment.
