Job Summary: This is an Air Reserve Technician (ART) position. Major Duties:

  • The primary purpose of this position is to: Assist the medical records administration specialist with responsibility for the daily operations of the Medical Records, Quality Assurance, and Risk Management programs. Oversees all activities related to the development, implementation, maintenance of, and adherence to the organization's policies and procedures covering Service Treatment Records (STR) administration. Provides direct support to the Medical Records Administration ART and Senior ART by accomplishing a variety of duties relating to medical administration, military functions, and analysis to assist with the operational requirements of the Squadron and Wing Force Health programs. Works directly with AFRC STR Processing Center, sub-set of Air Force Medical Readiness Agency (AFMRA). Provides training to reserve members in the accomplishment of tasks set forth herein. DUTY 1: Provides direct support to the Medical Records Administrator and Senior ART in planning, directing, implementing, and controlling all elements of the day-to-day STR operation. Performs STR administrative duties for the organization as assigned by supervisor. Responsible for the proper administration, maintenance, disposition, quality management and review of all STRs. DUTY 2: Ensures quality and security of the STR program. Uses quality control measures to review and evaluate documents in the STR for overall procedural problems, identifying inadequate documentation and compliance with standards and reports findings to the Senior ART. Prepares reports and quality assurance metrics on program status as directed by the Administrator. DUTY 3: Provides advisory and consultant services on service treatment records to Reserve Medical Unit staff. Advises executive management committee (EMC) on the STR functional requirements as established by regulatory agency guidance. Implements methods of ensuring appropriate items are addressed to the medical staff in a timely manner. DUTY 4: Educates Reserve Medical Unit personnel and others on service treatment records requirements. Conducts initial and on-going training programs for medical records technicians on methods of creating, recording, retrieving, maintaining, and retiring service treatment records. DUTY 5: Manages Health Service Benefits and Entitlements. Ensures members on extended orders are briefed on health care benefits/entitlements. Tracks member's eligibility through the service period and those members with entitlements beyond their service period.

Qualifications: In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Clerical and Administrative Support Positions SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-06, or equivalent in other pay systems. Examples of specialized experience includes knowledge of an extensive body of office administration policies, procedures, and operations requiring extended training and experience to perform a wide variety of interrelated or non-standard procedural assignments and resolve a wide range of problems. The incumbent must have an in-depth knowledge of the mission and medical functions. NOTE: Must be reflected in your resume. Education: One full year of graduate level education in a field directly related which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. FEDERALTIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-06 level is required to meet the time-in-grade requirements for the GS-07 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of medical records administration principles, techniques, and practices to establish and monitor a quality assurance program and evaluate the records section and the comprehensive knowledge of regulatory references, legal requirements, accepted coding protocols, principles and procedures of medical records administration and reimbursement plans; requirements of the Privacy Act, Freedom of Information Act (FOIA), and Health Insurance Portability and Accountability Act (HIPAA) that govern release of medical information, and automated (electronic) medical record systems. 2. Skill in collecting and organizing data for reports and analyzing data for future planning and the skill in identifying and resolving medical records administration issues. Ability to provide advice to administrative, medical, and other staff members on all aspects of medical records activities. 3. Ability to explain the value and provide advice on the use of medical records for medical care, legal, administrative, teaching, and research purposes. 4. Expert knowledge of the missions, Medical Records Administration and Patient Administration requirements of integrated healthcare delivery systems and the relationships of Medical Records Management and Patient Administration to other functions with the Military Personnel and Health Systems. 5. Knowledge and skills in statistics and data analysis to apply various methods and techniques for collecting data, techniques for analyzing data for trends/future planning, variances and productivity to identify deficiencies to determine effect and impact on AF medical records management and patient administration and provide consultations to other AF medical administrative staff. Practical knowledge of credentialing and privileging functions, theories, and techniques, executive orders, regulations, policies, and concepts that pertains to credentialing and privileging management. 6. Provides health services support and benefit entitlements oversight expertise to manage a full spectrum of health force protection, health services, case management, and TRICARE advisement. Knowledge of established medical principles, practices, requirements, procedures and regulations and their application in a military health care setting primarily as they relate to the specialized practice of Aerospace Medicine. CONDITIONS OF EMPLOYMENT CONT'D: 1. This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment.You will receive credit for all qualifying experience, including volunteer experience. This is an Air Reserve Technician (ART) position. ARTs are eligible for 15 days active duty tour each year for which military leave is granted with full civilian pay. Air Reserve units and members; are subject to immediate call to active duty in mobilization to meet a national emergency.
