Job Summary: The primary purpose of this position is: To apply certified technical experience and abilities to install, maintain, repair, calibrate, and certify a variety of complex electronic Airway Transportation (AT) Systems (formerly known as Air Traffic Control and Landing Systems, or ATCALS) and Communication-Electronics (C-E). Major Duties:

  • Applying certified FAA, Industry or USAF technical expertise, maintains, modifies and certifies integrated radar, weather, air navigational and communications systems supporting the safe movement of air traffic in the National Airspace System in compliance with USAF and FAA established standards and safety requirements. Maintains National Airspace System (NAS) automated ATC systems to ensure the systems are producing an end product acceptable for air traffic control purposes. Performs system security administration functions for ATC automated systems and maintains and modifies local ATC computer databases to conform to local airspace and NAS specification enhancing system effectiveness. Modifies Airway Transportation equipment as prescribed by the FAA, DoD, or USAF and participates in project planning and execution. Provides technical guidance, training, and assistance to other technicians, conducts on-the-job (OJT) training to apprentices in all phases of work, and performs Quality Assurance (QA) inspections. Utilizes safety practices and procedures following established safety rules and regulations and maintains a safe and clean work environment.

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Group Coverage Qualification Standard for Technical and Medical Support Positions; Electronics Technical Series 0856. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes applying certified FAA, Industry or USAF technical expertise, maintaining, modifying and certifying integrated radar, weather, air navigational and communications systems supporting the safe movement of air traffic in the National Airspace System in compliance with USAF and FAA established standards and safety. Analyzing system faults discovered in prior tests or actual operations using master-level knowledge of electronics for troubleshooting, modifying and aligning system parameters. Defining procedures, validating planning methods, delivery, calibration and certification on systems using a broad range of maintenance concepts, practices, regulations, policies, and precedent. Applies in-depth knowledge of air traffic control procedures and computer analysis experience in analyzing the effectiveness of the automation systems to include an ongoing appraisal of operational procedures, traffic flows, and radar and flight data processing. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Expert knowledge and experience working with a wide variety of complex and integrated AT and C-E equipment, and associated support equipment. 2. Expert knowledge of a wide range of electronic principles and practices, operating parameters, capabilities, and limitations of electronic systems associated with air traffic control and weather equipment; and of systems and component design, capabilities, configurations, limitations, and functional operation; and of various types of electronics logic. 3. Expertise in the interpretation of technical data, analyzing problems in integrated/interfacing systems and in deducing the proper sequence of steps in troubleshooting system(s) circuits. 4. Ability to rank priorities and make accurate and quick decisions that support the unit mission and the safety of flight regarding equipment operation. 5. Ability to modify standard procedures, adapt equipment or techniques and make departures from previous approaches to solve technical problems or improve system performance. 6. Knowledge of safety regulations, procedures, and practices. 7. Demonstrated ability to train others in a timely, certifiable and comprehensive manner, while adhering to all applicable guidance. 8. Ability to use computer terminals to enter and extract data to maintain records and document actions. Knowledge of computer operating systems programs, e.g. Unix, Linux, Sun Solaris; network types; network topologies; transport devices e.g. hubs, routers, switches; and data communications equipment. 9. This is a Mission-Essential position performing a Mission-Critical-Function which must continue uninterrupted after the occurrence of an emergency and continued through full resumption of all functions. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
