Job Summary: THIS IS A ND NATIONAL GUARD TITLE 5 EXCEPTED SERVICE POSITION. Military membership is NOT required. This ND National Guard position is for aINFORMATION SECURITY SPECIALIST, Position Description Number T5003000 and is part of the ND 119 Wing, National Guard.
Major Duties:
- The primary purpose of this position is to serve as the Wing Chief of Information Protection at Air National Guard facilities. Accountable for achieving program goals and objectives across multiple functions and disciplines and providing a focused, seamless, and supportive environment for protecting information in order to conduct effective air, space and cyberspace operations. Advises the Commander on risk assessments and recommends risk avoidance/mitigation. Serves as the Wing Information Protection Program Manager executing/enforcing all operational, functional, and mission assurance aspects of the program. Formulates wing program goals, plans, policy implementation guidelines, procedures, and work plans dealing with the development and operation of wing-wide information security programs and activities and provides technical and administrative direction to subordinate wing information security personnel. Makes information protection risk assessments and risk management/mitigation strategies/recommendations based on intelligence-derived threat issues that may require deviations from or synthesis of policies. Delivers, Security Awareness and Education Programs to satisfy security education and training requirements for all assigned organizations. Revises or augments training to support unique requirements. Exercises supervisory personnel management responsibilities. Directs the overarching focus and direction of the organization. Provides broad directions for work by articulating goals or financial constraints of higher level management or headquarters. Selects candidates for subordinate positions taking into consideration skills and qualifications, mission requirements, and EEO and diversity objectives.

Candidates' experience should be evaluated on the basis of duties performed rather than strictly on the rank of the individual; however, established compatibility criteria/assignments must be followed. SPECIALIZED EXPERIENCE: Applicant must have at least 1 year of specialized experience at the GS 11 level or equivalent which includes: 1) Experience in formulating and implementing an organization's information protection functions and activities; 2) Experience in managing the information protection program's plans, processes, and policies; 3) Capable of identifying the program's needs and priority changes; 4) Experience in establishing a resource program that provided comprehensive information to the organization's leadership to support and address program cycle input; 5) Skilled in economically operating the Information Protection program to identify areas, activities, and tasks that need revisions and improvements; and 6) Competence levels ensured Information Protection program requirements were considered and included in new or revised operational, technical, or administrative programs, facility structures, or equipment changes. Part-time or unpaid experience: Credit will be given for appropriate unpaid work on the same basis as for paid experience. Part-time experience will be credited on the basis of time actually spent in appropriate activities.
