Job Summary: The Lead Medical Support Assistant is assigned to the Health Administration Service of the VA Eastern Colorado Health Care System (ECHCS). The Lead Medical Support Assistant coordinates functions of the team of employees who perform work at the GS-3, GS-4, GS-5 and GS-6 levels by providing expert advice in the completion of tasks or projects in order to accomplish the work of the clinics. Position is located in Aurora, CO.
Major Duties:
- Lead Medical Support Assistants provide administrative support to our clinical colleagues in the care of our Nation's Veterans. Lead Medical Support Assistants are essential to the success of this mission. Duties include but are not limited to: Provides specialized/expert administrative patient support and leadership to the MSAs. Coordinates functions of the team of employees who perform work at the GS-3, GS-4, GS-5 and GS-6 levels by providing expert advice in the accomplishment of tasks or projects in order to accomplish the work of the clinics. Keeps written instructions, reference materials and relevant background material available for any staff member. Maintains current knowledge and answers questions on procedures, policies and directives. Obtains needed information on decisions from the supervisor on major issues and problems that arise. Balances workload among employees and helps to assure each team member has an integral role in developing the final product or providing the assigned service. Continuously interacts with team members aimed at building consensus and to serve as negotiator and coach for coordination of team initiatives. Independently makes day-to-day adjustments in work priorities based on staffing shortages. Obtains assistance from the supervisor as needed for major issues or problems that arise. Notifies supervisor of any training needs of team members and assists other Lead MSAs during staffing shortages. Work Schedule: Monday-Friday, 7:30-4:00pm Telework: Position is not eligible for telework. Virtual: This is not a virtual position. Remote: This is not a remote position. Pay: Competitive salary and regular salary increases When setting pay, a higher step rate of the appropriate grade may be determined after consideration of higher or unique qualifications or special needs of the VA (Above Minimum Rate of the Grade). Paid Time Off: 37-50 days of annual paid time offer per year (13-26 days of annual leave, 13 days of sick leave, 11 paid Federal holidays per year)Selected applicants may qualify for credit toward annual leave accrual, based on prior [work experience] or military service experience. Parental Leave: After 12 months of employment, up to 12 weeks of paid parental leave in connection with the birth, adoption, or foster care placement of a child. Child Care Subsidy: After 60 days of employment, full time employees with a total family income below $144,000 may be eligible for a childcare subsidy up to 25% of total eligible childcare costs for eligible children up to the monthly maximum of $416.66. Retirement: Traditional federal pension (5 years vesting) and federal 401K with up to 5% in contributions by VA. Insurance: Federal health/vision/dental/term life/long-term care (many federal insurance programs can be carried into retirement). The first year of continuous service in the same or similar position of a preference eligible in the excepted service is a trial period. The first 2 years of continuous service in the same or similar position of an individual in the excepted service (other than a preference eligible), is a trial period. At least 60 days prior to the end of each employee's initial probationary or trial period, management officials shall, to the extent practicable, meet to discuss the employee's performance and conduct (based in part on input from the employee's supervisor), the needs of the agency, and whether their continued employment would advance the public interest, the organizational goals of the agency, and the efficiency of the service. Within 30 days prior to the end of each employee's probationary or trial period, management officials shall determine whether to finalize the employee's appointment to the Federal service, or whether to terminate their service. Before the employee is terminated, they shall be notified in writing of the effective date of the action.
Qualifications: Basic Requirements: United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. Experience and Education: Experience - One year experience of clerical, office, [customer service], or other [administrative] work that indicates the ability to acquire the particular knowledge and skills needed to perform the duties of the position; or Education - Four years above high school; or Experience/Education - Equivalent combination of experience and education. English Language Proficiency: MSAs must be proficient in spoken and written English in accordance with VA Handbook 5005, part II, Chapter 3, Section A, Paragraph 3j. Applicant may qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria). Grade Determinations: For Lead Medical Support Assistant, GS-7: One year of experience at or equivalent to the next lower grade level GS-6. In addition to the Basic Requirements defined above, the incumbent must demonstrate the following KSAs: Advanced knowledge of medical terminology and a wide range of clinical flow processes relating to access to care across multiple clinics, specialties, and/or community resources. Ability to utilize numerous advanced patient systems in support of multiple clinics in an interdisciplinary setting. Ability to organize work, set priorities, and delegate tasks/responsibilities in order to meet deadlines. Skill in communicating with individuals to obtain the desired effect and coordinating with a variety of interdisciplinary care team staff. Ability to provide staff development and training. Ability to manage staffing requirements, manage workflow priorities, and adjust the flow of work to meet team and patient needs. This includes the ability to follow-up on pending issues and demonstrate an understanding of the impact of incomplete work across multiple clinics. Quality of Experience: Qualifying experience must be at a level comparable to MSA experience [or equivalent administrative clinical support role in a non-VA medical inpatient or outpatient setting] at the next lower grade level. For all assignments above the full performance level, the higher-level duties must consist of significant scope, administrative independence, complexity (difficulty), and a range of [varieties] as described in this standard, at the specified grade level and be performed by the incumbent at least 25% of the time. Physical Requirements: The physical requirements of this position include the following tasks which may be performed intermittently: Light lifting of up to 15 pounds, light carrying up to 15 pounds, kneeling (1/2 hour), pushing (1/2 hour), fine manipulation (4 hours), reaching above the shoulder, use of fingers, both hands required, walking (1/2 hour), both legs required. Working closely with others, protracted or irregular hours of work. Operate office equipment.
