Salary Range: $167603 - $217883 Per Year

Job Summary: This position is being recruited under 10 USC 1599f into the Cyber Excepted Service and does NOT convey eligibility to be converted to the Competitive Service. It has been identified as a position necessary to carry out and support the mission of the US Cyber Command. It is in the Professional Work Category at the Expert Work Level within the CES Occupational Structure. It is located in the DISA WHITE HOUSE COMMUNICATIONS AGENCY (WH000).

Major Duties:

  • Devises, constructs, and standardizes psychometric test, conducts psychological research, studies, and statistical analysis in response to audits, requests and evaluates the impact on cultural programs and people.
  • Coordinates, leads and conducts various complex research and agency projects based on psychological and or sociological principles, concepts, and theories.
  • Responsible for addressing organizational and human capital management issues directly affecting productivity performance metrics, and viewpoint surveys across the enterprise.
  • Determines resource requirements and program trends to develop and implement new techniques, procedures, and operational guidance where need dictates.
  • Provides program and policy information and guidance to executives, managers, and employees.

Qualifications: In order to qualify for this position, you must meet the requirements described below. Basic Requirements: Individual must have successfully completed all required doctoral coursework and comprehensive examinations, received formal approval of their dissertation proposal, and be on track to complete all Ph.D. requirements, including final dissertation defense and degree conferral, within one year of the official start date of employment. The doctoral program must include graduate-level training in research methodology, statistical analysis, and the application of psychological principles to workplace and organizational settings. Applicants must submit official documentation from their academic institution verifying Ph. D. candidacy status. A signed letter from the dissertation advisor or program director, on institutional letterhead, must accompany the application to validate eligibility. Qualifying Experience: To qualify at the GG-15, your resume must describe at least one year of experience that demonstrates the competencies necessary for immediate success in the position. Experience refers to any paid or unpaid experience, including volunteer work and Military service, that would be considered equivalent to work normally performed at the next lower grade level in the federal service. For this position, qualifying experience is defined as: Experience in a wide range of organizational development and change management to include models, principles, and concepts. Candidates must describe how they meet the qualifying experience and/or selective placement factor(s) within the body of their resume.
