Salary Range: $75038 - $116925 Per Year

Job Summary: This vacancy is for a GS-2210-11/12, Information Technology Specialist located in the Department of Homeland Security, U.S. Coast Guard, USCG FINANCE CENTER. Duty location will be determined upon selection.

Major Duties:

  • You will serve as a/an Information Technology Specialist and be responsible for the development, maintenance, and sustainment of applications, non-enterprise software, SharePoint based tools and sites, and other business intelligence or technology driven initiatives. The duties of this position also include systems project management, systems process improvement, development of training products and guides, and providing critical analysis of technical requirements. Being a Coast Guard civilian makes you a valuable member of the Coast Guard team. Typical work assignments include: Knowledge, skill, and ability to develop applications and systems to utilize current technologies and methodologies to meet new business and regulatory requirements. Identifies and analyzes problems; weighs relevance and accuracy of information; seeks/generates and evaluates alternative perspectives/solutions; makes timely/effective recommendations, based on potential implications of findings or conclusions. Uses computers, software applications, databases, and automated systems to accomplish work; uses machines, tools, instruments, or equipment effectively. Applies principles, methods, or tools for designing, developing and maintaining systems including scheduling, coordinating, monitoring, writing specifications, test plans, performing system testing, training users, evaluating, and managing projects and resources, including technical performance. Provide functional and/or technical support to customers to ensure validation of requirements, delivery of Information Technology capabilities, determining where manual processes can be automated and financial data captured electronically.

Qualifications: To qualify at the GS-11 grade level, applicants must have at least one (1) full year of specialized experience equivalent to at least the GS-09 grade level in the federal sector. Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work. Specialized experience includes: Implementing system enhancements and modifications for interfacing operational and asset maintenance information technology (IT) systems Troubleshooting end user application problems Performing systems analysis Projecting changes and systems enhancements to anticipate future operational needs OR Applicants may substitute successful completion of 3 years progressively higher-level graduate education or Ph.D. or equivalent graduate degree (such as an LL.M, if related). OR A combination of appropriate specialized experience (as described above) and graduate education (as described above) that is beyond the second year of progressive graduate study to meet the qualification requirements. NOTE: Education can be substituted for experience at this grade level. To qualify at the GS-12 grade level, applicants must have at least one (1) full year of specialized experience equivalent to at least the GS-11 grade level in the federal sector. Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work. Specialized experience includes: - Implementing system enhancements and modifications for interfacing operational and asset maintenance information technology (IT) systems; - Troubleshooting end user application problems; - Performing systems analysis; - Projecting changes and systems enhancements to anticipate future operational needs. In addition to meeting the specialized requirement, you must also have IT-related experience demonstrating each of the four competencies listed below.
