Job Summary: This position is within the Department of Homeland Security (DHS). The position is at the PSC Project Resident Office (PRO) Pascagoula; geographically located at the Bollinger Mississippi Shipbuilding production site in Pascagoula, MS.
Major Duties:
- You will serve as a Management and Program Analysis and be responsible for the planning, organization, execution, and coordination of assigned acquisition program(s), in accordance with approved charters and applicable policies and procedures. The incumbent: contributes to the accomplishment of USCG/CG-93 mission, goals, and objectives by strategic direction and effective implementation of the objectives of assigned acquisition program(s); supports the planning and development of acquisition efforts, business, and organizational administrative operations; and provides direction on a wide range of program issues essential to the efficient operation of CG-93. Being a Coast Guard civilian makes you a valuable member of the Coast Guard team. Typical work assignments include: Exercising broad judgment and considerable ingenuity on-site to create, develop, establish, and implement property management acquisition strategies and acquisition plans for the assigned cutter projects. Assisting in generating methods and procedures by which property management requirements and related projects will be pursued. Providing input to program risk management efforts including risk planning, identification, analyses, and mitigation. Working closely with Participating Acquisition Resource Managers, the COR, and Coast Guard/Navy sustainment community in an IPT environment to achieve assigned cutter project goals.
Qualifications: To qualify at the GS- 12 grade level, applicants must have at least one (1) full year of specialized experience equivalent to at least the GS-11 grade level in the federal sector. Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work. Specialized experience should demonstrate the following: Responsible to ensure goals and objectives are enunciated in respective planning and forecasting documents and implemented through the execution of property management programs. Generates and provides justification for technical support services necessary to meet assigned cutter project objectives. Identifies and collects data under assigned cutter project contracts related to GFE. Functions include acquiring, review, tracking, and delivery of data such as drawings, manuals, and other technical data. Helps analyze and define activities and property management efforts required to achieve established acquisition project objectives and milestones. Creates, establishes, and maintains a property accountability system for all types of government furnished equipment associated with the assigned cutter projects. Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work. NOTE: Education cannot be substituted for experience at this grade level.
