SUPERVISORY HUMAN RESOURCES SPECIALIST (RECRUITMENT/CLASSIFICATION)

Salary Range: $142488 - $185234 Per Year

Job Summary: This position is part of the Defense Security Cooperation Agency. The incumbent will be responsible for Leading a team of HR Generalists in personnel action requests; ensuring timely and accurate processing of recruitment and related actions; interpreting Federal/DoD policies; and providing strategic planning and management consulting.

Major Duties:

  • As a SUPERVISORY HUMAN RESOURCES SPECIALIST (RECRUITMENT/CLASSIFICATION) at the GS-0201-14 some of your typical work assignments may include: Provide a full range of recruitment and placement advisory services to Agency senior and executive management staff and that Agency management maintains regulatory compliance with all DoD appointment authorities. Establishes priorities for filling positions, considering the importance of vacancies and the availability of qualified candidates. Serve as the Program Manager for overseas hiring and return rights. Ensures DSCA is in compliance with overseas rotation program. Lead a Team of HR Generalists in the preparation of a variety of Requests for Personnel Action and monitors the quality of work to ensure timely and accurate personnel action processing, recruitment fill time, and other actions associated with recruitment. Validates USA Staffing assessments to ensure they reflect the knowledge, skills, and ability requirements and organization requirements for the positions to be filled. Interprets provisions of policy and procedures that relate to merit promotion, delegated examining, priority placement, and reduction-in-force (RIF) and updates/revises Agency guidelines accordingly. Maintains continual awareness of Federal and Department wide personnel regulations, policies, standards, issues, and procedures and based on such reviews, formulates, and recommends DSCA-wide initiatives. Oversee the development of Administratively Determined (AD) and General Schedule (GS) position descriptions (PD). Conducts and manages DSCU Organizational Change Requests (OCR). Ensure position data is accurately reflected in Defense Ready (DR) and the Defense Civilian Personnel Data System (DCPDS). Provide authoritative strategic planning and an extensive variety of management advisory, and consulting duties in the area of recruitment, and placement. Assesses the validity and appropriateness of management plans and objectives to assure compliance with Government and Department policies and effective accomplishment of the Agency's personnel management responsibilities. Provide advisory services on special hiring programs to include Intergovernmental Personnel Act, National Security Education Program, Presidential Management Fellow, Direct Hire Authorities, Boren Fellow, and Schedule A and D.

Qualifications: You may qualify at the GS-14, if you fulfill the following qualifications: A. One year of specialized experience equivalent to the GS-13 grade level in the Federal service: Leading a team of Human Resources Generalists in the preparation of a variety of requests for personnel action Monitoring the quality of a team's work to ensure timely and accurate personnel action processing, recruitment fill time, and other actions associated with recruitment Interpreting Federal/DoD staffing, recruitment, and appointment policies and regulations Providing authoritative strategic planning and an extensive variety of management advisory and consulting duties. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
