Job Summary: This position is located in the Executive Office of the President (EOP), Office of Administration (OA), Office of the Chief Security Officer (OSCO), Personnel Security Division. The incumbent serves as the Branch Chief, leading a staff of Personnel Security Specialists in the, management, administration and implementation of policies and programs in support of EOP personnel security programs.
Major Duties:
- As a Supervisory Personnel Security Specialist, GS-0080-14, your typical work assignments may include the following: Reviews the adequacy of personnel investigative reports, determines suitability for employment in a highly sensitive environment where staff have regular access to and physical proximity to the workplace of the President and Vice President, and areas guarded by the U.S. Secret Service and access to information of the highest sensitivity, including classified information. Serves as the principal personnel security technical expert to the Division Director. Exercises staff responsibility for development and administration of all EOP Personnel Security Programs and directives, prescribes personnel security specifications for EOP activities and resources. Supervises a staff in conducting adjudications in accordance with the applicable SEAD for granting personnel security clearance, determining suitability for work within the EOP, conducting security briefings and debriefings for newly assigned and departing personnel. Communicates effectively both orally and in writing to present, defend, document, and/or justify rationale for actions, formulate policy, and to develop clear and coherent Agency policy, instructions, reports and correspondence.
Qualifications: MINIMUM QUALIFICATION REQUIREMENTS: All applicants must meet the qualification requirements outlined below to be considered minimally qualified for this position. SPECIALIZED EXPERIENCE: Applicants must have a minimum of one year of specialized experience at a level of difficulty and responsibility comparable to the next lower grade or comparable pay band in the Federal service or equivalent experience in the private sector. Examples of specialized experience are: You may qualify at the GS-14 level, if you fulfill the following qualification requirement: One year of specialized experience equivalent to the GS-13 grade level in the Federal service or equivalent experience in the private sector that demonstrates your ability to (1) Providing technical and administrative advice and consultation to leadership regarding Personnel Security; (2) Managing a security program; (3) Leading and managing federal employees. and (4) Developing and delivering oral and written communications regarding personnel security. Experience refers to paid and unpaid experience, including volunteer work done through National Service program (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
