Responsibilities:

Noblis is seeking an experienced, results oriented IT Project Management SME to join our team in the Bethesda, Maryland area. You will play a critical role in shaping our client's IT enterprise architecture by managing a process for creating technical IT standards.

Primary Responsibilities:

 

  • Manage IT Technical Standards: Contribute to the design of our client’s IT standards process, ensuring the right standards are created and that they are technically accurate. Manage the process using best practices of technical project management, delivering technical sound standards on schedule.

  • Collaborate with multiple stakeholders to drive an updated IT standards process and foster collaboration across different groups.
  • Employ mission expertise to develop mission user campaigns, and engage with Intelligence Community (IC), Department of Defense (DoD), and Federal Law Enforcement (LE) mission users to gain their participation and deliver value for their mission-specific needs.  
  • Provide subject matter expertise to support the design, development, and implementation of screening and vetting capabilities, and for integrating and sharing critical identity information.
  • Understand IC, DoD, and LE programming and policy requirements and work with appropriate officials to develop resource plans to implement necessary programs and policy in accordance with stated timelines and protocols.
  • Identify technical and programmatic issues and accomplish alternatives analysis to mitigate risks and ensure project success.
Required Qualifications:
  • US Citizenship is required.
  • Must possess an active TS/SCI with CI Polygraph.
  • A minimum of a bachelor’s degree and 12–15 years of prior relevant experience, or a master’s degree with 10–13 years of relevant experience.
  • At least 3 years of experience in IT project management. Proven experience serving as a project manager responsible for a deliverable.
  • Knowledge of IT technical standards development, enterprise architecture, and identity information sharing. Familiarity with IC, DoD, and/or LE screening, vetting, and information integration capabilities.
  • Demonstrated experience engaging with IC, DoD, and Federal Law Enforcement stakeholders to gather mission requirements and ensure alignment of technical standards with mission needs.
Desired Qualifications:
  • Understanding data management.
  • Experience managing a software development team.
  • Three or more years of experience working with or in the Intelligence Community (IC).
  • Proactive work practices, a mindset of ownership of the mission, and the willingness to exert the client’s authority to accomplish the required deliverables.
  • Proficiency in Microsoft suite of tools.
  • Comfortable tasking peers, briefing senior leadership and briefing groups of people.
  • Long term planning and driving to deadlines is critical.

Compensation at Noblis is determined by various factors, including but not limited to, the combination of education, certifications, knowledge, skills, competencies, and experience, internal and external equity, location, clearance level, as well as contract-specific affordability, organizational requirements and applicable employment laws. The projected compensation range for this position is based on full time status. For part time or on-call staff, compensation is proportionately adjusted based on hours worked. While monetary compensation is important, it's just one component of Noblis’ total compensation package.
