Job Summary: This position is eligible for the Education Debt Reduction Program (EDRP), a student loan payment reimbursement program. You must meet specific individual eligibility requirements in accordance with VHA policy and submit your EDRP application within four months of appointment. Program Approval, award amount (up to $200,000) and eligibility period (one to five years) are determined by the VHA Education Loan Repayment Services program office after complete review of the EDRP application.
Major Duties:
- Total Rewards of a Allied Health Professional Incumbent serves as social work supervisor in the HCHV program at the Community Resource Referral Center (CRRC) administering the Grant and Per Diem (GPD) Program. He/she assumes professional, technical and administrative responsibilities for social work in the HCHV clinic, outreach services, assessments, referrals for VA/community services to eligible Veterans and the Homeless Hotline Call Center. Duties: The incumbent ensures that the resources for homeless Veterans are accessible and coordinated within the catchment area for the medical center. As the supervisory social worker, the incumbent has significant personnel management responsibilities for an average size professional and non-professional staff, including support staff and professional staff at the GS-12 grade level and below. The incumbent is responsible for the professional and administrative management in various HCHV programs to include Grant and Per Diem (GPD) Contract Program Contract Residential Services, HCHV Outreach Programs, CRRC programs staff and Community Employment Coordinator. The incumbent directs clinical services with program coordination responsibilities. The incumbent is responsible for various control points assigned to the program within the assigned areas. In conjunction with the Health Care for Homeless Program Supervisor/Program Manager, plans, organizes and directs administrative, operational, patient and personal activities for the programs to include supervision of accurate and timely entry of program data to include HOMES, program NATS and implements actions to meet/exceed program performance measures and increase overall program workload and achieve and maintain CARF accreditation. Administers information and analytical systems to evaluate and enhance the quality of service provided to patients. Utilize information systems to track service activities including visits, referrals, patient demographics, equipment utilization and patient satisfaction. The incumbent supervises a group of employees performing work at various GS levels up to GS-12 and provides administrative, technical and clinical supervision necessary for accomplishing the work of the area. The incumbent supervises program staff completion of patient needs assessment with the guidelines of the recording standards for the HCHV-GPD Programs and the submission of NEPEC/HOMES data according to guidelines in a timely manner. The incumbent completes initial and/or follow-up consults, reports for HCHV /GPD housing Progress Report, Admission and Case Management Progress Report and other evaluation instruments as assigned for HCHV /GPD/Contract Programs on Veterans presenting for scheduled or unscheduled appointments and/or concurrent with other treatment plan objectives. Performs the administrative and personnel management function relative to staff supervised. The incumbent establishes guidelines and performance expectations for staff, which are clearly communicated through the formal employee performance management system. The incumbent observes workers' performance; demonstrates and conducts work performance critiques. Provides informal feedback and periodically evaluates employee performance. The incumbent resolves informal complaints and grievances. The incumbent provides advice and counsel to workers related to work and administrative matters. The incumbent effects disciplinary measures as appropriate to the authority delegated in the area. The incumbent reviews and approves or disapproves leave requests. All other duties as assigned. Qualifications: Applicants pending the completion of educational or certification/licensure requirements may be referred and tentatively selected but may not be hired until all requirements are met. Basic Requirements: United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. Education. Have a master's degree in social work from a school of social work fully accredited by the Council on Social Work Education (CSWE). Graduates of schools of social work that are in candidacy status do not meet this requirement until the School of Social Work is fully accredited. A doctoral degree in social work may not be substituted for the master's degree in social work. Persons hired or reassigned to social worker positions in the GS-0185 series in VHA must be licensed or certified by a state to independently practice social work at the master's degree level. In addition to the experience above, the candidate must demonstrate all of the following KSAs: Ability to independently organize work, set priorities, and meet multiple deadlines. Skill in a range of supervisory duties which includes clinical supervision, consultation, negotiation with other departments and quality improvement. Ability to ensure provision of clinical social work services by supervised social workers. Ability to delegate authority, manage priorities, coordinate work, and follow up on pending issues to complete duties in an accurate and timely fashion. Ability to analyze organizational and operational problems, develop and implement solutions that result in efficient operations, and use data effectively to manage workload, quality, performance, and productivity within the service.
