This Opportunity

Palladium seeks a Human Resources for Health (HRH) Objective Lead for the anticipated USAID/Indonesia Health Systems Strengthening Flagship Activity focused on improving accountability, health system performance and health outcomes (especially for Maternal and Child Health, Tuberculosis, HIV, and Global Health Security) based on performance-based and sustainable health financing, a strengthened health information system, resilient human resources for health, integrated care models, and a strong evidence to policy pathway.

The HRH Objective Lead will lead the HRH technical component of the project, providing technical leadership to define the project activities and ensure successful execution of the activities on the day-to-day basis in the area of HRH, overseeing a team and maintaining good working relationship with host government officials at the central and local levels.

Reporting And Supervision

This role will report to the Deputy Chief of Party/Technical Director and will have management responsibilities.

Primary Duties And Responsibilities

  • Provide technical expertise and programmatic direction for the HRH objective, in coordination with Project leadership team.
  • Directly supervise and mentor the HRH team comprised of specialists, analysts, and officers who may be based remotely/ out in the implementation districts.
  • Lead the design and implementation of activities to improve HRH availability, distribution, and skills to meet the health sector needs. Establish strong relationship with the Directorate General of Health Workforce to ensure activities are tailored to the specific needs and local context; leverage other government agencies, local partners and institutions, and other relevant stakeholders in the health system to collectively achieve HRH goals.
  • Provide expertise in methodological approaches and analytics to optimize distribution of the health workforce.
  • Conceptualize and design interventions, identify skill gaps, professional learning opportunities, and human resource management practices to improved quality and performance through institutionalization of best practices.
  • Ensure technical excellence, within-budget, and on-time delivery of activity results. Periodically evaluate progress towards the completion of project deliverables to verify alignment with strategic directions and defined targets and make adjustments as necessary.
  • Lead efforts to document project results related to HRH and disseminate results as appropriate at national, regional, and global levels.
  • Participate in technical forums, working groups, and other meetings with the Government of Indonesia, Mission, and other counterparts as needed.
  • Collaborate with COP, Technical Director, other Technical Team Leads, and MEL to ensure tracking and documentation of HRH results, supporting learning, and diversity and inclusion across the project.

Key Competencies Required

  • Advanced degree in human resources management, public health, public policy, or a relevant discipline combined with direct relevant experience working with government systems, development partners, and workforce development stakeholders on HRH programming.
  • Minimum 5 years’ experience and technical expertise developing, implementing, managing, and evaluating HRH programs and a robust understanding of best practices in use of data to optimize health workforce allocation.
  • Experience collaborating with government of Indonesia, MOH officials, USAID, implementing partners, universities, and other health actors to strengthen health workforce performance and preparedness.
  • Strong understanding of current Indonesian HRH priorities, standards, resources, and systems, including the national leaning management system.
  • Demonstrated ability to build and maintain successful relationships and collaborations with senior-level and diverse stakeholders groups including government agencies, USAID, international development partners, academic and professional institutions, and private sector.
  • Strong experience managing teams and activities, facilitating trainings and workshops, and maintaining client relationships with government and partners.
