So, what will the Senior-Level SWCTC Specialist at Terrestris do?
The Senior-Level SWCTC Specialistwill provide subject matter expertise in support of the Surface Warfare Combat Training Continuum (SWCTC) Headquarters at Naval Base San Diego. This position is responsible for developing, coordinating, and assessing Surface Warfare training programs to ensure alignment with Navy Fleet readiness objectives. The specialist will advise leadership on training policies, identify and address warfighting competency gaps, and support the execution of SWCTC initiatives across the Surface Warfare enterprise. The role requires extensive Navy Surface Warfare operational experience, in-depth knowledge of combat systems and training pipelines, and the ability to collaborate with multiple commands to improve warfighting effectiveness and overall Fleet readiness.
What does a typical day look like for the Senior-Level SWCTC Specialist?
You will:
- Oversee the completion and maintenance of SWCTC related instructions and administrative products, including but not limited to level of knowledge databases, level of knowledge program instructions, surface tactical training syllabi, training and readiness matrix instructions, and SWCTC related naval messages and communications.
- Assist in the development of a SWCTC Campaign Plan. The plan should include major milestones, to include a pilot program. The contractor shall coordinate with SMWDC HQ, Divisions, PMS339, CNSP, and other stakeholders to ensure completeness and accuracy.
- Develop a tactical training program that utilizes the SWCTC to increase warfighting abilities across all Surface Warfare Areas. In execution of the assigned tasking, the contractor shall develop and delineate implementation procedures and execution of the SWCTC. COMNAVAIRFORINST 3502.1 (series), COMNAVSURFPAC / COMNAVSURFLANTINST 3502.7 (series), COMNAVSURFORINST 2501.1 (series), COMNAVSURFPAC / COMNAVSURFLANTINST 3502.2 (series), NAVSURFMINEWARDEVCENINST S2501.2 and related documents shall be used as a guide in terms of document organization and determination of tactical proficiency of the SWCTC.
- Recommend a simulator strategy for this training system, and shall work in conjunction with SMWDC HQ, Divisions, and PMS339 to incorporate recommended strategies.
- Define key contributing factors in generating tactical competence and their relationship to performance at the individual and team level in the SWCTC.
- Develop watch-station competency pathways through assessment of watch-standers and trainers across the experience spectrum, and establish a data-driven competency baseline for targeted watch-stations in the SWCTC.
- Demonstrate a method to assess competency and identify trainee performance gaps on a platform with extensibility throughout the combat training ecosystem and across surface force mission areas.
- Provide written recommended feedback for the Standardized Assessment Mechanisms and Qualifiers for SWCTC.
- Develop and maintain LOK test banks encompassing tactical questions in all warfare areas applicable to all CIC tactical watchstanders across all types of Navy surface combatant ships (i.e. CRUDES, Amphibious, and Littoral units). The contractor shall review all applicable tactical publications (i.e. NTTPs, NWPs, OPTASKs, and TACMEMOs) and make recommendations if changes or updates are necessary.
- Oversee the proper and timely administration of the monthly LOK quiz aboard all Navy surface ships. The contractor shall act as the conduit between SWCTC/SMWDC and the fleet, keeping in communication with the SWCTC POCs to ensure the LOK program is administered in accordance with the applicable CNSF instructions and policies.
- Coordinate at work with the SWCTC data science team in conducting evaluation and analysis of data received from the fleet, to include improvement of dashboards for feedback to TYCOM, ISICs and individual units. Additionally, the contractor shall provide subject matter expertise on tactical and operational warfare related topics to provide context for data exploration, data analysis, data exploitation, and the proper interpretation of results.
- Generate, manage, and communicate feedback of tactical performance and participation for SWCTC lines of effort, including but not limited to level of knowledge assessments and practical performance assessments. Additionally, the contractor shall communicate with representatives and leadership at various training commands and fleet units to address any questions, concerns, and feedback relating to the SWCTC program.
- Act as a Navy Surface Warfare SME, providing recommendations and solutions to the SWCTC Director and SWCTC Deputy Director in all matters concerning the SWCTC program.
What qualifications do you look for?
You might be the professional we’re looking for if you have:
- Possess current Security Clearance of SECRET
- Either a Master’s Degree in a STEM or a training-analysis related subject, or at least 10 years of recent experience in electronic training systems, training evaluation, training data analysis, and root-cause analysis.
- Working knowledge of basic analysis using tools such as Microsoft Excel, Microsoft Power BI, Qlik,Databricks, Tableau, and/or Python (with Pandas, Matplotlib, NumPy, SciPy, Seaborn, etc.).
- Experience drafting U.S. Navy documents and administrivia products (i.e. instructions, TACMEMOs,publications, naval messages, etc.).
- At least 4 years of recent experience leading and training functional teams in warfare related topics with a level of responsibility equivalent to a SWO Department Head tour.
- Expert understanding of all tactical warfare publications all applicable tactical publications (i.e. NTTPs, NWPs, OPTASKs, and TACMEMOs) and at least 4 years’ experience in their practical application at sea.
- At least 4 years of recent experience leading and training functional teams in warfare related topics with a level of responsibility equivalent to a SWO Department Head tour.
- Working knowledge as the member of a team using JIRA or similar software for agile team management preferred.
- Recent experience working in or with the training department of Afloat Training Group, Surface Warfare Officer School or major Navy staff (Commander Naval Surface Forces Pacific/Commander Naval Surface. Forces Atlantic/Numbered Fleet).
