The Centre for Humanitarian Dialogue (HD) is a private diplomacy organisation founded on the principles of humanity, impartiality and independence. Its mission is to help prevent, mitigate, and resolve armed conflict through dialogue and mediation. HD is currently looking for a:


Project Officer

(1 year consultancy contract)

Location: Europe

Starting date: 1 July 2024


The Project Officer will provide guidance on projects within the Northeast Asia team, in particular US-China and Europe-China conflict prevention. The project officer will provide support to the Project Manager across all project tracks and will be the Point of Contact for one of the thematic tracks with a focus on either US-China strategic stability, US-China (maritime) crisis management, emerging international security issues or AI.


Responsibilities are:

  • Contribute to project management and programming:

-Point of contact for one of the thematic tracks with a focus on either US-China strategic stability, US-China (maritime) crisis management, emerging international security, or AI;

-Assist the project manager in guiding junior project staff in implementing project activities;

-Assist in ensuring the projects are implemented and reported in a timely and qualitative manner according to project teams’ plans as well as grant and donor requirements;

-Monitor developments in China’s foreign policy, US-China relations, Europe-China relations, and geopolitical developments that affect strategic stability and maritime security;

-Generate ideas and suggestions to project substance and take the lead on one or more thematic tracks of each project;

-Draft narrative/review reports for all grants of the project, including monthly updates, interim and final reports to donors;

-Draft project descriptions, concept notes, and other material discussing the projects;

-Contribute to fundraising for the projects;

-Manage administrative tasks for projects including contracts, procedures, expenses claim, and controlling invoices;

-Research and analyze subjects related to the projects.

  • Represent HD in meetings with experts (and potentially officials) on project subjects across Europe, the US and beyond to seek input for dialogue design and for potential dialogue participation.
  • Organize and facilitate meetings and events in the projects:

-Conceptualize and formulate meeting agendas;

-Liaise with relevant institutions and countries;

-Manage logistics of and coordination of meetings and events in collaboration with the Logistics Coordinator;

-Moderate meeting sessions.

  • Oversee day-to-day grant and financial management of (part of) the projects;

Monitor and highlight grant requirements for relevant donors and ensure eligibility of all costs;

  • Contribute to overseeing the work of project-related consultants and manage administration of consultancies.
  • Provide guidance to other HD teams seeking advice on how to engage with Chinese actors.
  • Travel within and outside of Europe when necessary.


Requirements are:

The ideal candidate should have at least a master degree in international relations or related field, as well as professional knowledge and relevant experience, preferably as practitioner in policy-making, and/or professional knowledge and experience in strategic stability/arms control, and/or maritime security, and/or regional security issues.

The candidate should have strong research and analytical skills and excellent interpersonal and organisational skills. Strong command of English is a must, strong command of written and/or spoken Chinese is an asset.

The position will report to the Senior Programme Manager and will be based in Europe,
