About the role

As the Procurement Manager – Strategic Sourcing, you’ll play a key role in shaping and delivering procurement strategy. You’ll work closely with stakeholders to deliver procurement outcomes that balance price, quality, reliability, and timeliness. Your work will support V/Line’s commitment to transparency, fairness, and continuous improvement, in line with Victoria Government Purchasing Boad (VGPB) and Ministerial Directions for Public Construction Procurement (MDPCP) policies and procedures.

 

In this role, you will:

  • Lead and support strategic sourcing activities, from requirements analysis and specification development to preparing sourcing documentation (RFx).

  • Collaborate with stakeholders to develop evaluation criteria and lead high-risk contract negotiations.

  • Assess supplier proposals with integrity and care, ensuring documentation and probity are maintained throughout.

  • Define award criteria, select suppliers, and oversee contract execution and handover with a focus on clarity and accountability.

  • Co-create Service Level Agreements with stakeholders, setting clear KPIs and shared goals.

  • Provide thoughtful leadership and guidance to V/Line teams, ensuring procurement aligns with business priorities and safety standards.

  • Stay curious and informed about procurement trends, recommending improvements to enhance the procurement process.

About You

You’re a confident communicator and strategic problem-solver who thrives in complex environments. You bring a collaborative mindset, a sharp eye for detail, and a passion for delivering value through smart sourcing decisions. Resilient and adaptable, you know how to influence outcomes, build strong stakeholder relationships, and lead with integrity.

 

Our ideal candidate will have:

  • A track record of success in strategic sourcing and category management.

  • Strong commercial acumen and experience negotiating complex, high-value contracts.

  • The ability to translate business needs into clear, actionable procurement strategies.

  • Excellent stakeholder engagement skills, with a collaborative and solutions-focused approach.

  • Experience leading and supporting a small team, fostering growth and development.

  • Familiarity with procurement governance frameworks (VGPB knowledge highly regarded).

  • Relevant tertiary qualifications (desirable) and proven experience in delivering strategic procurement outcomes within a large organisation.
