SUMMARY OF DUTIES
Reports to Quality Assurance Supervisor (QA Supervisor), assists in developing and maintaining operational procedures, and work instructions that meet all the requirements of an Integrated Management System (IMS).
Schedules training to support and assure operational compliance of sectional training requirement in accordance with the Safe Drinking Water Act, Ontario Water Resources Act, and the Occupational Health & Safety Act.
Assists in maintaining regulatory compliance utilizing a records and documentation program related to the operations of the Section.
Monitors wastewater licences and drinking water certifications of all section staff and performs activities to assure such licences and certifications remain current. Handles the preparation and submission of government-issued forms, including payment processing, training record verification, and obtaining necessary authorizations, ensuring the final submission to the Ministry of the Environment, Conservation and Parks (MECP) for renewals and upgrades.
Assists in developing and maintaining operational procedures and other controlled documents that meet all the requirements of an Integrated Management System (IMS) which includes the Drinking Water Quality Management System (DWQMS) and the Wastewater Quality Managements System (WWQMS).
Assists with the ongoing upkeep and proper functioning of the IMS as it relates to the section including providing guidance and direction to the users who interact with the system.
Assists in the development and delivery of training material, web-based and classroom, that pertain to the Hamilton Water Division focusing on quality, environmental, health, safety and legal requirements.
Assists in implementation of strategies to improve efficiency, such as annual continuous improvement projects.
GENERAL DUTIES
Participate in Quality Management System (QMS) divisional committee meetings to support compliance and regulation tasks.
Using web-based resources, research and reviews Quality Environmental and Health & Safety procedures for compliance with the applicable legislation and standards.
Assists in regular reviews, updates and maintenance of IMS procedures and operational documentation for Hamilton Water infrastructure, services, and systems. Ensures documents reflect current work processes, comply with legal requirements, and align with corporate and departmental procedures.
Supports continuous improvement initiatives and actively engages in applying Continuous Improvement disciplines (Kaizen, Lean, Six Sigma) to work processes.
Communicates with other Sections within Hamilton Water to represent the Section’s interests, determines best practices and ensures consistency and cooperation within the Division.
Assists to ensure accurate document and data management updates across various quality, learning and information management databases related to the Section, while also providing guidance and support to users navigating the systems.
Communicates with the QA Supervisor or Superintendent of Service Coordination regarding any deficiencies within the quality or learning management systems.
Adheres to all Corporate, Departmental and Divisional policies and procedures.
Works in accordance with the Occupational Health and Safety Act and participates in monthly safety meetings and assists in facilitating meetings when required.
Sets up meetings with staff from various levels within the organization, including developing agendas, facilitating meetings, issuing minutes, and assigning tasks.
Monitors sectional shared-Inbox and responds to internal and external inquiries regarding training, certification, licensing, and document control concerns.
Liaise with third party training vendors and agencies to organize and schedule training.
Receive invoices and credit card receipts, verify accuracy and save for record-keeping to be processed by the QA Supervisor/ Superintendent of Service Coordination.
Tracks and maintains training requirements for sectional staff to ensure eligibility for operator certificate renewals. Prepares reports to confirm that necessary training requirements have been met for license or certificate renewals and upgrades to be submitted.
When required, prepares formal written correspondence, including letters and reports.
Schedule staff into training to support adherence to divisional, sectional, and regulatory training requirements.
Attends training to ensure that the required knowledge and skills are maintained.
Assists in performing internal audits related to the DWQMS and WWQMS, including taking part in scheduled/unscheduled audits, supporting non-conformance investigations to determine root causes, and taking lead roles in the audit as needed.
May assist or be assigned special projects throughout the year such as exploring or the implementation of new technologies, programs, or methods.
Assist to gather and compile data or records for schedule and unscheduled Ministry of the Environment, Conservation and Parks (MECP) Inspections.
Supports and participates in activities relating to emergency response for water, wastewater and stormwater operations.
Provide support to sectional staff related to database software, outside training vendor platforms, continuing education, and use of internal training resources.
Focus on achieving the key performance indicators (KPIs) set within Hamilton Water.
Performs other duties as assigned which are directly related to the major responsibilities of the job.
QUALIFICATIONS
- Preference will be given to candidates with post-secondary education or a combination of education and applicable work experience related to the position.
- Progressive demonstrated experience working with quality management systems (QMS) preferred.
- Ability to research and interpret provincial and federal legislation, methods, statues, regulations, and by-laws affecting the department/section.
- Intermediate working knowledge of computer software applications, including Microsoft Office, is required.
- Exceptional attention to accuracy and detail, the ability to multi-task, and thrive in a fast-paced, high-volume environment, with proven skills in organizing and managing records, documents, scheduling, and coordinating activities for both self and others.
- Excellent written and verbal communication and presentation skills and experience.
- Experience with quality and learning management databases (Intelex, Cornerstone, SAP) is considered an asset.
- Experience with ISO 14001/ISO 9001 or Quality System Standards and Environmental Management Systems, continuous improvement disciplines (Kaizen, Lean, Six-Sigma), Hazard Analysis and Critical Control Points (HACCP) preferred.
- Knowledge, understanding and experience with the application of related legislation and acts (Occupational Health and Safety Act, Ontario Water Regulation Act, Safe Drinking Water Act, Environmental Protection Act) is preferred.
- Previous experience in researching, organizing, and booking training sessions, with prior experience in developing and delivering training would be considered an asset.
- Experience performing, conducting, or participating in internal audits an asset.
- Collaborate effectively with cross-functional teams to achieve shared goals, fostering open communication, mutual respect, and a results-driven team environment.
