The Town of Clayton is seeking applicants for a Business Analyst Enterprise Resource Planning (ERP) for the Administration Department. The Town of Clayton employs more than 340 full-time staff in areas including police, fire, and electric utilities. The Town of Clayton also offers a range of PT positions including positions in Parks & Rec, Library, and Cultural Arts.

Position Duties

The Business Analyst serves as a strategic partner to the Town Manager’s Office and departments, supporting data-driven decision-making, process improvement, and enterprise system modernization. This position is responsible for analyzing business processes, identifying opportunities for improvement, and supporting implementation of technology solutions that enhance operational efficiency and transparency. 

A key focus of this position will be assisting in the selection, configuration, and implementation of a new Enterprise Resource Planning (ERP) system and related enterprise platforms. The Business Analyst ensures that business requirements are clearly defined, documented, and aligned with the Town’s strategic goals while promoting collaboration, accountability, and organizational excellence. 

  • Leads business analysis activities for enterprise projects, including requirements gathering, process mapping, and workflow documentation. 
  • Supports the selection, procurement, and implementation of a new ERP system, including current-state assessments, gap analysis, vendor evaluation, and testing coordination. 
  • Conducts detailed research, data analysis, and benchmarking to inform recommendations for operational improvement. 
  • Collaborates with departments to identify inefficiencies, develop business cases for improvement, and design future-state workflows.  
  • Develops project documentation, including business requirements, use cases, test plans, data migration requirements, and user acceptance criteria. 
  • Facilitates stakeholder meetings, focus groups, and workshops to ensure accurate needs identification and shared understanding of project goals. 
  • Coordinates with IT, consultants, and vendors to translate functional business needs into technical solutions. 
  • Prepares and presents analytical findings, dashboards, and progress reports to the Town Manager, Town Council, and project teams. 
  • Monitors project milestones, risks, and dependencies, providing input into project plans and mitigation strategies. 
  • Supports user training, change management, and post-implementation evaluation to ensure solution adoption and value realization. 
  • Performs related duties as assigned. 

Minimum Qualifications

  • Knowledge of business process analysis, project management, and change management principles. 
  • Knowledge of enterprise system selection and implementation practices, including ERP and HRIS. 
  • Skilled in gathering and documenting complex business and functional requirements. 
  • Skilled in data analysis, performance measurement, and business intelligence tools. 
  • Skilled in stakeholder facilitation, communication, and consensus-building. 
  • Ability to analyze, interpret, and translate business needs into clear technical or operational solutions. 
  • Ability to prepare reports, dashboards, and visualizations to support informed decision-making. 
  • Ability to work independently with minimal supervision, manage competing priorities, and maintain attention to detail. 
  • Ability to maintain confidentiality and exercise sound professional judgment.
Education and Experience
  • Bachelor's Degree in Public Administration, Business Administration, Information Systems, or related major field required.
  • Master's Degree in Public Administration, Business Administration, Information Systems, or related major field preferred.
  • Minimum of five (5) years of professional experience in business analysis, process improvement, project management, or ERP/enterprise system implementation within a public or private organization. 
  • Experience in local government operations preferred.

When a salary range is posted, the actual salary will be based on relevant competencies, knowledge, skills & abilities, internal equity and budgetary considerations pertinent to the advertised position.
