Description

This position provides leadership for the day-to-day management and oversight of the organization’s clinical and facilities operations for the Osage Nation Counseling Center (ONCC). Assists the Chief Executive Officer (CEO) with implementation of the organization’s health care delivery plan, all assigned programs, and facility expansion project(s).  Provides direct oversight of organizational development, to ensure effective counseling and other related services are administered and provided to the target population and surrounding community. Solicits and reinforces constructive and professional relationships with organizations, companies, municipalities, Tribes, etc. with which the organization partners and/or sub-contracts with, for the provision of quality health care services. In the absence of the CEO, this position reports to the Chief Operations Officer (COO). Key responsibilities include monitoring the effectiveness of the facilities, implementing improvements, and working with the CEO to identify innovative strategies to streamline patient care and services within the ONCC. The position also contributes to achieving or exceeding the strategic goals of the Tribe and SSAPT Governing Board for the programs assigned.

Qualifications


Required Qualifications

  • Masters degree is required, preferably in Health Care Administration; Business Administration or Management or related field acceptable at the Masters level.
  • Board Certification required as a Fellow, American College of Healthcare Executives (FACHE) or a Fellow, American College of Medical Practice Executive (FACMPE) with Medical Group Management Association (MGMA); either credential acceptable with experience in the Behavior Health and Counseling fields. 
  • At least three (3) years or more of progressive experience in Behavior Health and/or Counseling related fields with inpatient and outpatient experience being required.
  • At least three (3) years of clinical supervision experience in an Administration capacity or position in responsible charge of a healthcare related organization.

General Qualifications

  • Working knowledge and experience with either the Joint Commission (TJC), AAAHC, and/or CARF national accreditation bodies.
  • Requires expert knowledge of HIPPA and Privacy Act with Compliance Programs.
  • Must have understanding and working knowledge of Medical Staff and Governing Board activities, including credentialing, MedStaff By-Laws, and Governing Board By-Laws.
  • Knowledge and experience with I.H.S. and B.I.A. Self-Governance Compacting and Indirect Cost (IDC) Budgeting and Formulation with the Tribe, Service Unit, and I.H.S. Area Office.
  • Must maintain a professional attitude and appearance that positively represents the Nation at all times.
  • Requires a high level of personal integrity and ethics.
  • Possesses strong problem-solving abilities along with excellent interpersonal communication and teamwork skills.
  • Requires familiarity with grant writing, administration, and compliance with grant regulations.
  • Requires familiarity with the concepts of project management with multiple projects being balanced consecutively with high-stress deadlines and deliverables.
  • Experienced in fiscal management, including budget development and ensuring compliance with Osage Nation financial policies.
  • Requires familiarity with planning concepts and processes including but not limited to program planning.
  • Requires willingness and ability to learn new skills, including travel to conferences and training sessions.
  • Must be able to communicate professionally and occasionally speak before groups.
  • Must maintain confidentiality at all times.
  • Understand patient care and outpatient health operations.
  • Willing and able to develop proficiency in the Nation’s internal systems, including HRIS and grant management platforms.
  • Requires ability to use Microsoft Office Suite programs
  • Must be able to pass a criminal background check
  • Must be able to pass drug/alcohol testing
  • Must have a valid driver’s license – may be required to drive GSA or Nation vehicles
