Oracle Health is seeking an experienced IC4 to join our team focused on delivering regulatory-compliant healthcare technology solutions. In this role, you will design, develop, and implement secure and compliant software addressing a variety of healthcare regulations, including but not limited to Interoperability, HIPAA, GDPR, 21 CFR Part 11, and emerging global mandates.

This role requires strong technical expertise, advanced problem-solving skills, and the ability to drive key projects independently.

As an IC4, you will collaborate with product, security, compliance, and engineering teams to ensure that Oracle Health products remain at the forefront of compliance and innovation, mentor junior team members, and contribute to Oracle’s strategic initiatives. Responsibilities

  • Lead the interpretation, integration, and documentation of healthcare regulatory, privacy, and security requirements (such as E-Prescribing, Cures Act, HIPAA, GDPR, 21 CFR Part 11, and other international mandates) into software design and operational processes.
  • Lead and coordinate Security reviews for new and existing products, services, and third-party integrations to ensure compliance with Oracle’s security policies and industry regulations.
  • Lead the end-to-end development of scalable, robust web applications with diverse and evolving regulatory standards using both front-end and back-end technologies.
  • Architect, design, and implement features across the full stack (UI, API, databases, and cloud infrastructure).
  • Collaborate with cross-functional teams to translate business requirements into technical solutions.
  • Proactively identify and address performance, security, and scalability challenges.
  • Uphold coding best practices, conduct peer code reviews, and set standards for junior engineers.
  • Mentor team members to drive technical growth and foster a culture of continuous learning.
  • Ensure all deliverables meet Oracle’s quality, security, privacy, and compliance requirements.

Responsibilities

Key Qualifications 

  • Bachelor’s or Master’s degree in Computer Science, Engineering, or a related discipline, or equivalent hands-on experience.
  • Typically 8+ years of professional experience in full stack software development.
  • Knowledge of medical coding and clinical terminologies ( ICD-10, LOINC, SNOMED-CT)
  • Familiarity with secure development practices, threat modelling, and vulnerability management
  • Ability to analyse architecture diagrams and data flows to identify potential risks
  • Experience in designing and delivering secure, compliant solutions for healthcare or similarly regulated domains.
  • Experience participating in regulatory audits or remediation projects
  • Deep expertise in modern front-end frameworks (e.g., React, Angular, or similar) and back-end technologies (e.g., Java, Node.js, Python, or similar). 
  • Deep understanding of Software architecture patterns, Design patterns and Data Structures and scalable designs.
  • Experience in common open source Software and tools such as Docker, Kubernetes, Jenkins, GIT or other Continues Integration/version control tools etc.
  • Knowledge of DevOps.
  • Solid experience with cloud platforms (e.g., Oracle Cloud, AWS, or Azure) and CI/CD practices.
  • Demonstrated track record of leading complex projects and mentoring other engineers.
  • Excellent communication, collaboration, problem-solving, and organisational skills.
