About the Department
Performs administrative, public information work in the development, marketing, and management of community programs to better communities for low-to-moderate income persons. Duties also include working to promote and expand strategic initiatives that will enhance relationships with Seymour Johnson Air Force Base, Wayne Community College, Wayne County Chamber of Commerce, Military Affairs Committee, Friends of Seymour, Wayne County Public Schools, Wayne County Government and other key stakeholders. Additional duties involve creating an atmosphere that is free of discrimination and conflicts between people based on race, sex, age, ethnicity or national origin, religion or socio-economic status within the City of Goldsboro. Work includes marketing equal opportunities for all Goldsboro citizens through investigation of complaints, distribution of written materials, public meetings, and ongoing improvement of community programs that promote inclusion.
This job works under general supervision, independently developing work methods and sequences.
Position Duties
The essential functions listed below are those that represent the majority of the time spent working in this class. Management may assign additional functions related to the type of work of the class as necessary.
- Support the division’s public information and community engagement efforts by keeping civic, business, and service organizations informed and engaged.
- Assist in planning and facilitation of public meetings and outreach initiatives to identify and identify community needs.
- Provide support to residents seeking access to essential community resources, including food, housing, and financial assistance.
- Help promote and expand strategic and community initiatives that support the division’s goals.
- Support program implementation, including the development of policies and procedures.
- Attend and/or facilitate Boards and Commissions meetings held outside of regular business hours.
- Support public meetings aimed at identifying community needs.
- Receive and investigate complaints of discrimination in areas such as housing, employment, education, public services, and public accommodations.
- Assist the Manager in developing, implementing, and overseeing community-oriented programs that promote and enhance positive community relations.
- Support the planning and execution of annual programs, events, and activities related to Strategic and Communities Initiatives.
- Support the development, implementation, and continuous improvement of community programs that promote inclusion and belonging.
- Research and maintain up-to-date information on community agencies, civic and fraternal organizations, women and minority owned businesses, and local churches; share this information with citizens and respond to their requests.
- Perform other related duties as assigned.
Minimum Qualifications
- Knowledge of the divisions’ mission, functions, regulations and practices.
- Knowledge of laws, city ordinances, regulations, procedures and practices relevant to the assigned area, as well as the organization’s administrative, personnel, budgeting and purchasing processes.
- Knowledge of modern office procedures and proficiency with office information technology, including equipment, software, and peripherals.
- Knowledge of diverse community resources to address citizen needs and the ability to work independently to fulfill departmental objectives.
- Proficient in using information technology equipment and software, including word processing, spreadsheets and databases relevant to work assignment; skilled in developing forms, form letters, tables, and reports to compile records and support research and recordkeeping.
- Skill in effective communication and conducting division’s business both in person and by telephone; demonstrates the ability to resolve issues and support leadership decisions.
- Ability to exercise judgment and initiative in setting work priorities, organizing tasks, and completing assigned responsibilities.
- Ability to gather and compile materials from a variety of sources.
- Ability to effectively communicate technical knowledge related to program operations and organizational initiatives.
- Ability to build and maintain effective working relationships with directors, coworkers, contractors, committee members, volunteers, vendors, clients, and the public.
- Ability to demonstrate accountability for work performance and uphold a professional image through appearance and diplomacy when representing the organization.
- Ability to effectively relate and to communicate with individuals from diverse cultural, racial, religious, and ethnic backgrounds.
Other Qualifications
- High school diploma or GED Equivalent.
- Three (3) years of administrative related work experience.
- Or an equivalent combination of education and/or experience.
SPECIAL CERTIFICATIONS AND LICENSES
- Must possess and maintain a valid state driver’s license with an acceptable driving history.
PHYSICAL DEMANDS
Physical demands refer to the requirements for physical exertion and coordination of limb and body movement.
- Performs sedentary work that involves walking or standing some of the time and involves exerting up to 10 pounds of force on a regular and recurring basis or sustained keyboard operations.
