Proposal Manager –Proposal Management
Office Locations: The selected candidate must reside within a reasonable commuting distance of the designated posting location(s): Virginia, Indiana and Georgia.
Hybrid 1: This role requires associates to be in-office 1 - 2 days per week, fostering collaboration and connectivity, while providing flexibility to support productivity and work-life balance. This approach combines structured office engagement with the autonomy of virtual work, promoting a dynamic and adaptable workplace. Alternate locations may be considered.

The Proposal Manager is responsible for leading the proposal process, manages cross-functional resources to complete proposals, ensures quality, completeness and oversight of technical writing, and assembles internal and external SMEs.
How you will make an impact:
- Manages all process to ensure procedures are being followed in developing the response.
- Reconciles the customer requirements against proposed staffing levels and solutions and identifies areas of the response that missed the mark.
- Supports final proposal responses and Q&A responses for bid sections or full bids.
- Creates one-voice response, both written and content for simple to moderate bids.
- Provides research, analysis, and recommendations on the external environment as part of the development of strategic plans for the business unit.
- Analyzes major competitor strategies.
- Identifies and monitors changing patterns of competition and recommends responses.
- Acquires and maintains data/information on market, industry, economic, consumer and competitive conditions and monitors trends pertaining to Medicaid.
- Leads the activities of lower-level staff performing related functions.
Minimum Qualifications:
- Requires a BA/BS degree in a related field and a minimum of 7 years of related experience including at least 5 years of experience in the health insurance industry; or any combination of education and experience, which would provide an equivalent background.
- Travels to worksite and other locations as necessary.
Preferred Skills, Capabilities and Experiences:
- MBA preferred.
- Association of Proposal Management Professional (APMP) membership and certification preferred.
- Knowledge of Medicaid preferred.
- Project management experience preferred.
