Blue Shield of California Promise Health Plan recognizes the crisis in maternal & infant health inequities and is taking an integrated approach to improving the outcomes for birthing people, families, and babies. The Office of the Chief Medical Officer (CMO) is a cross functional and cross sectoral team leading clinical strategy development and implementation of the plan’s medical policies, including strategy for population health management to support the health and wellbeing of the nonprofit managed care plan’s more than 510,000 Medi-Cal members in Los Angeles and San Diego Counties. The Office of the CMO created a Maternal, Infant & Child Health Equity program to examine and address care delivery of birthing members enrolled in Medi-Cal to improve birth outcomes centered in equity.
The Perinatal Service Program Manager, Senior will report directly to the Director, Maternal, Infant & Child Health Equity. This position is responsible for advancing initiatives that support Medi-Cal pregnant and postpartum members. Key responsibilities include collaborating on the enrollment of birthing members in doula services and other value-added services and programs. Serving as the primary point of contact, this role functions as a liaison to connect birthing members with vital internal and external partners, as detailed in the Blue Shield of California Promise Memorandum of Understanding’s (MOU’s) including community-based organizations, and Local Health Departments (LHD) direct service programs. The overall aim is to enhance maternal, infant, and child health outcomes through targeted interventions addressing health disparities that may contribute to maternal mortality, infant mortality, and other adverse birth and postpartum outcomes.
Responsibilities
Your Work
In this role, you will:
- Operate as the liaison overseeing the delivery of care and services to members eligible for Maternal, Child, Adolescent Health (MCAH) and Women, Infant and Child (WIC) programs to the extent such programs are offered by Local Health Jurisdictions in San Diego and Los Angeles Counties.
- Operate at a strategic business level to ensure alignment and integration across maternal, infant & child health equity projects/programs, from initiation through delivery, in support of business unit process and administrative efficiency.
- Participate cross-functionally in business planning to support business unit strategy exercising independent judgement in developing methods, techniques, and evaluation criterion for obtaining results.
- Partner across business areas to ensure compliance with regulatory and accreditation requirements to provide the most equitable care and services offered in the market.
- Engage Medi-Cal birthing members for value-added service enrollment.
- Provide Medi-Cal birthing members with technical assistance with the aim of closing prenatal and postpartum care gaps.
- Track Medi-Cal birthing population service enrollment and engagement while developing, maintaining, and reporting on an overall and integrated delivery plan.
- Analysis data driven improvements to address maternal, Infant & child health equity and maternal mortality.
- In partnership with multiple internal and external stakeholders, drive the implementation of member-centered and equity-focused initiatives to reduce biases in care.
- Maintain project documentation, integrated, multi-year project plans, resource plan, contingency plan, and related program artifacts.
Qualifications
Your Knowledge and Experience
Requires a college degree or equivalent experience.
Requires a minimum of 5 years of prior relevant experience.
Experience developing effective work plans, organizing details, setting priorities, and meeting deadlines is preferred.
Working operational knowledge of moving data into action alongside practices, payers, and community is preferred.
Knowledge of promising practices and the latest theory for moving towards maternal & infant health equity is preferred.
Knowledge of Medi-Cal programs and population service is preferred.
- Experience working in community, social services, public health, or Medicaid roles, with a focus on maternal, infant, and child health equity, and systems change related to population health improvements.
- Experience implementing and assessing strategies/interventions focused on reducing inequities among pregnant and postpartum individuals, babies, and children.
- Strong data entry and analysis skills; experience with data entry/Salesforce or other similar database software programs and proficiency.

o Employees living more than 50 miles from their assigned offices are expected to work with their managers on a plan for periodic office visits.
