The Broward County Board of County Commissioners is seeking a qualified candidates for the position of Information Technology Specialist in the Aviation Information Technology Network Security Division

This is an advanced position that requires a high level of business acumen to enhance business operations, policy management, and a strong focus on delivering business process deliverables, including business use cases, assessments, policies, and procedures. The position will focus on outputs that streamline the IT Governance section's conformance to County standards, County Administrative Policies and Procedures, while referencing industry best practices and frameworks related to PCI-DSS, FS119, FL SB 1662, FL Statue 282, and the NIST Cybersecurity Framework (CSF). Advanced skills for this role include the ability to create, review, and revise policies and procedures, vendor documentation, and value-added user documentation for improved user understanding of complex topics. The position will liaise with various internal and external stakeholders to promote cyber resilience and specific adaptation of the unique systems of an aviation operator. The person in this position will perform and analyze vulnerability scans and industry intel, monitor threat intelligence feeds, provide recommendations on remediation, implement IT and security systems, and coordinate responses to IT Governance priorities. The person in this position will participate in the management of IT Governance systems, airport security systems, and SETA tools.
Minimum Education and Experience Requirements:
Requires a Bachelor's degree from an accredited college or university with major coursework in computer science or closely related field. One year of relevant experience may be substituted for each year of required education.
Requires four (4) years of experience in systems analysis, systems design and/or applications programming relevant to area of assignment including related project management or closely related experience
All Aviation Department employees must possess the ability to interact courteously with the public, Airport vendors, contractors and fellow employees to maintain a professional work atmosphere by acting and communicating in a manner that promotes a positive work environment.
Must be able to obtain and maintain an Airport issued SIDA Badge.
Must be authorized to drive on County business for duration of employment.
Preferences:
Doctorate Degree in Information Systems or related field
Preferred certifications include Security+, SANS Security Management track, PCI-P, CISM, CCSK, CCSP, and/or CISSP, as well as other security or critical infrastructure-related certifications.
Minimum two (2) years of experience working with
airport specific applications.

All candidates must complete an extensive work history verification and criminal background check, including fingerprinting. Per the Code of Federal Regulations, Title 49, Part 1542, all airport employees must undergo a Criminal History Records Check (CHRC) and a Security Threat Assessment (STA) in order to obtain a Security Identification Display Area (SIDA) Badge, as required by the Transportation Security Administration (TSA).
Position Duties
The functions listed below are those that represent the majority of the time spent working in this class. Management may assign additional functions related to the type of work of the job as necessary.
Provides high-level technical expertise and project management direction of multiple large scale information technology initiatives including technological research, analysis, design, development, and implementation of projects.
Reviews County-wide information technology strategic direction, recommends approaches for incorporation of the emerging technologies when appropriate, and implements the approved approach.
Reviews programming techniques and recommends information technology solutions, enhancement plans, and related cost-benefit comparisons.
Supervises professional and technical personnel in assigned work teams or sections.
Plans, organizes and implements approved emerging technologies.
Administers County-wide technological specialty functions.
Performs project management responsibilities for large scale complex information technology projects.
Reviews systems designs, development of applications, and documentation for accuracy, timeliness, and adherence to departmental standards.
Documentation of deployment, security, quality assurance, change controls, and compliance.
Performs related work as assigned.
