Position Overview- This is advanced professional and administrative work in the management of design and construction projects for the Parks and Recreation Division / Parks Planning and Design Section.
- Work involves responsibility for planning, budgeting, programming, assigning and reviewing the work of professional staff, consultants and contractors.
- Position requires broad understanding of Florida Building Code and green building/sustainable construction practices.
- Work includes the development of building projects for the Broward County Parks and Recreation Division, creation of project budgets and schedules, procurement and oversight of consultants and contractors responsible for the design and construction of projects that vary from minor interior renovations to building retrofits and/or new million dollar facilities.
- Periodically, the project manager may be required to develop and prepare construction plans or designs, using AutoCAD or Archicad software, for a variety of new or renovation projects in County parks.
- Incumbents exercise considerable independent judgment in the application of the principles and practices of planning, design, construction and the administration of a variety of construction projects.
Performs advanced professional and administrative work with supervisory responsibilities in the design and management of construction projects for the County.
Works independently, under limited supervision, reporting major activities through periodic meetings.
Minimum Education and Experience Requirements
Requires eight (8) years of professional engineering and/or construction management experience relevant to the area of assignment or closely related experience.
- Master's or Bachelor's Degree in Architecture, Civil Engineering, Construction Management or closely related
- General or Building Contractor in Florida
- Licensed Architect or Professional Engineer in the State of Florida
- Project Management Professional (PMP) Certification
- LEED Accredited Professional Certification or equivalent
- OSHA Training and/or Certification
- 5+ years' experience in public sector architectural/engineering design and/or construction management
- 3+ years' experience Building Information Modeling (BIM)
- 3+ years' experience in conceptual design development and visualization
- 3+ years' experience using current version of AutoDesk AutoCAD and/or Civil 3D or Graphisoft Archicad
- Ability to speak foreign language (Spanish/French/Creole)

Position Duties
The functions listed below are those that represent the majority of the time spent working in this class. Management may assign additional functions related to the type of work of the job as necessary.
Develops and prepares engineering plans and designs for a variety of construction projects; estimates quantities and costs of such projects.
Assists consultants in the development of construction projects; issues work orders to consultants, surveyors and testing labs; reviews consultants' plans and specifications at various stages of development for conformance to design standards, completeness and accuracy; monitors consultants' cost estimates and verifies consultant's invoices and recommends payment.
Coordinates bid advertisements; schedules and assists in conducting pre-bid conferences; assists in evaluating bids and making recommendations for award of contract.
Schedules and assists in conducting pre-bid construction meetings with consultants, contractors and subcontractors; issues Notice to Proceed to contractors; reviews field inspection reports.
Assists in the preparation of schedules and monitors construction progress; assists in the preparation of change orders; maintains records of consultant's payments.
Assists in the inspection of projects for substantial completion and prepares punch list of any deficiencies; arranges for correction of defects by contractor during warranty period and conducts inspection at end of warranty period to ensure correction of defects.
Prepares required paperwork for capitalizing and closing the project; performs special investigations, sites analyses and feasibility studies as required and submits technical and management reports.
Meets with consultants, contractors, utility organizations, city, state, federal agencies, civic associations, business and community leaders, property owners and attorneys; assists with the preparation of the budget for capital expenditures.
Makes recommendations regarding hiring, discipline and promotions of subordinates; authorizes leave; evaluates employee performance.
Performs related work as assigned.
