Position Summary

We are seeking a highly skilled and experienced Senior Payroll Analyst to play a critical role in managing and optimizing our payroll operations. This position requires a meticulous professional with a strong understanding of multi-state payroll, tax compliance, systems and reporting. The ideal candidate will primarily oversee our hourly payroll processes, provide essential support for salaried payroll, contribute to continuous process improvements. This position reports to the J.M. Huber Corporate Payroll Manager.

 

Work is generally independent and collaborative in nature, overseeing Huber’s US payroll processes and procedures. Utilizes subject matter expertise in payroll and related systems and vendors to identify and recommend ideas for continuous improvement in payroll operations, as well as ensure timely, accurate delivery of payrolls and related services. Familiar with a variety of the field’s concepts, practices, and procedures. Relies on experience and judgment to accomplish goals. Coordinates and oversees an outside payroll service provider responsible for managed payroll services, payroll tax and garnishment processing.  Reviews the computation of pay and ensures the company payroll policies are in accordance with government regulations. Responds to and resolves any inquiries regarding paychecks. Analyzes, makes recommendations, tests and deploys business processes, reports, programs, etc. related to the payroll system and subsystems. Specialist in complex payroll related technical and business matters and able to troubleshoot issues.

 

Inter-Company and Third-Party Interaction: Establish strong working relationships with HR and payroll business partners in Corporate and all portfolio businesses.  Establish strong working relationships with third party vendors.

Principal Duties & Responsibilities

Third-Party Vendor Management & Quality Assurance:

  • Oversee and conduct quality reviews of our third-party payroll processing vendor, ensuring accurate maintenance of employee payroll files and smooth operations.
  • Coordinate and oversee integrations related to payroll systems.
  • Manage and quality review the vendor's preparation of multi-state and federal payroll tax information and filings, including the supervision, quality review, and distribution of W-2 forms and multi-state tax forms.
  • Prepare and file for new state registrations and unemployment accounts as needed.
  • Act as the primary point of contact for the third-party vendor, opening and managing cases to resolve escalated customer service issues and complex problems.

 

Payroll Processing & Reconciliation:

  • Primarily oversee the hourly payroll process, providing expert guidance to business teams and collaborating with our third-party payroll vendor.
  • Provide backfill support for salaried payroll processes as a secondary responsibility and on rotation to maintain proficiency.
  • Manage all payroll-related accounts and conduct thorough payroll reconciliations.
  • Ensure accurate Union Dues reporting and timely payments to the union local (United Steelworkers).
  • Manage Imputed Auto (Enterprise) report data for company vehicle drivers and provide necessary tax-related information.
  • Investigate and swiftly resolve payroll data errors and audit timekeeping reports to rectify discrepancies.

 

Compliance & Policy Expertise:

  • Ensure all payroll policies and procedures are fully compliant with federal, state, and local regulations.
  • Proactively research new payroll regulations, notify management of major changes, and ensure timely communication of updates to relevant stakeholders.
  • Act as an expert resource for Huber and its businesses, leveraging deep expertise in pay policies, procedures, and payroll tax.
  • Handle all payroll-related queries from HR and business partners, providing accurate and timely responses.

 

System Management & Reporting:

  • Maintain expert-level proficiency in payroll systems (UKG Pro and UTM) and ensure all backup files are meticulously maintained for audits.
  • Develop and maintain comprehensive payroll records and detailed procedure checklists and Standard Operating Procedures.
  • Generate standard and ad-hoc payroll reports and analyses as needed.
  • Participate in all payroll-related system modifications, upgrades, testing, and design, and assist in payroll integrations.
  • Provide beneficial and timely management reporting; develop, monitor, and report on key business and process performance metrics.

 

Collaboration & Continuous Improvement:

  • Implement a robust review process and proactively identify and suggest areas for continuous process improvements.
  • Foster a collaborative partnership with Corporate and Business Finance to identify and coordinate areas integrated with Payroll and the General Ledger.
  • Collaborate effectively with Corporate and Business HR on all payroll-related initiatives.
  • Maintain and enhance effective communications with internal contacts across Corporate and the businesses, as well as with third-party vendors.

Specialized/Technical Knowledge or Required Skills

Required:

  • Bachelor’s degree in accounting or business administration and at least 5 years of related experience
  • Expertise in payroll and payroll tax; knowledge of Federal and State laws (preferably multi-state payroll knowledge).
  • Experience with larger payroll processing software, for example ADP, Workday, etc).  Utilization of UKG – UltiPro and/or UTM knowledge a plus.
  • Ability to take ownership of payroll process and work independently with minimal supervision.
  • Ability to travel, as needed, for training and integration of payroll functions.
  • Proficient in Microsoft Office, heavily concentrated in Excel.

 

Preferred:

  • CPP Certification a plus.
  • Ability to prioritize, multi-task, and successfully execute multiple priorities.
  • Excellent interpersonal skills.  Ability to communicate effectively with diverse groups and all levels of management across functions.
  • Ability to maintain highest level of confidentiality.
  • Strong analytical and problem-solving skills, effective planning, follow-up, multitasking, and organizational skills.
