Summary

Accountable for: Emergency Response Team , that provides plant support and assists in delivery of continuous improvement programs to deliver a safety culture and health and safety performance that meets the company and local regulatory requirements.

  • Collaboration with the Safety, Health, Environmental and Quality (SHEQ)  team and local plant peers, managing the implementation and administration of health and Safety systems such that the Stallingborough Site complies with relevant European & UK statutory and Corporate standards and values.
  • Coordinating the Emergency Response section of the Stallingborough Site Safety function compliance within the SHEQ standards.

Role Definition

Collaborate with area leaders and  the workforce in developing and implementing site and area emergency response and crisis management plans. Ensure emergency response equipment readiness. Collaborate with area leaders and the workforce to develop and  execute site and  area emergency response and crisis management plans. Co-ordinates scenario planning  and execution with area leaders and key stakeholders. Provides emergency response training for the site's emergency response teams. Maintains  the site's Emergency Operations Centre and the emergency response equipment.  Provide support for safety risk reduction plans and safety assurance programs.

 

Responsibilities

  • Prepares emergency response reports including data verification, interpretation & recommendations
  • Co-ordinate the development and implementation of emergency response and crisis management plans in alignment with company and regulator's standards
  • Conducts risk assessments to develop and execute emergency response and crisis management scenarios
  • Leads incident emergency response debriefs / reviews of response
  • Co-ordinate periodic scenarios that involve external stakeholders such as government, neighbours and industry groups
  • Co-ordinates emergency response training including scenarios and evacuation drills and maintains a skills competency matrix for emergency response teams
  • Facilitates a review of emergency response scenarios and drills. Identifies learnings and ensures learnings are embedded in the skills matrix and procedures.
  • Ensures site's operability of the emergency response equipment and vehicles are tested, audited and maintained in accordance with manufacturers specifications
  • Liaises with regulators, insurance companies, neighbours, auditors and other stakeholders through the Site's stakeholder management plan to achieve mutually acceptable emergency response and sustainability outcomes
  • Co-ordinates crisis management scenarios with the site management team
  • Collaborate with leaders and the frontline workforce in the co-design of safety risk reduction plans. Undertake safety assurance programs to determine the effectiveness of critical controls
  • Participates in investigations and learning teams with leaders and frontline workforce to learn why risk controls broke down and generate actions to strengthen safety risk controls and create organisational learning
  • Oversees the site Fire Detection systems to ensure compliance to UK Regulations, including the completion of fire risk assessments.    
  • Identifies training needs of employees in consultation with line management and the Safety Lead, developing and maintaining training materials
  • Coordinates emergency drills and identifies improvement opportunities through review of incidents and drills   
  • Ensures compliance with all relevant company standards and regulations 
  • Ensures arrangements for testing and auditing the operability of the site’s emergency response equipment are carried out
  • Oversees maintenance of site ER vehicles and of the Emergency Control Centres
  • Involvement in crisis management and COMAH emergency response planning
  • Ensure compliance with the requirements of the COMAH offsite and onsite regulatory requirements, including crisis management and emergency response, ensuring that the necessary responders are trained and competent.
  • Collaborates with Process Safety in the development and review of Emergency Response Plans

 

Site Specific Roles and Responsibilities:

  • Leads improvement initiatives to support the sites drive to compliance with regulatory requirements
  • Collaborates with the SHE Lead to ensure that effective Safety & Health Training Systems are established
  • Ensures provision of timely advice and guidance to site management with regard to emerging safety issues and regulatory trends.
  • Leads and facilitates investigations into site incidents in line with corporate and legislative requirements and ensures effective case management procedures are in place and followed.
  • Collaborates with the development of site SHEQ objectives to meet and maintain progress against the sites strategic objectives
  • Works in partnership with the corporate SHEQ function to ensure sharing of information, global improvement topics and global auditing is carried out to schedule

 

Qualifications/Skills

  • NEBOSH general certificate (or equivalent)
  • Minimum 5-7 years fire-fighting and emergency response experience, gained in industry or the Emergency Services
  • Qualified HGV driver
  • Detailed knowledge of Fire Safety Regulations
  • First Responder Emergency Care L3 or equivalent
  • Ability to interface with Public Services
  • Fire Risk Assessment qualification
  • Rope rescue qualification (desirable)
  • Confined space rescue qualification (desirable)
  • Good Under standing of JESIP
