About the Department

An employee in this class performs the more complex tasks in the maintenance and operations of the Craven County Water System. This includes leading and training of the Field Technician crew, demonstrating and performing the location of water lines and meters and completing service orders received from the Customer Service Clerks through the Work Order system. The role also involves selecting appropriate equipment, materials and supplies necessary for the overall work program. Independent judgment and initiative are required in prioritizing work schedules and dealing with maintenance tasks, some projects, and the staff you lead. Tact and courtesy are required in dealing with the public concerning repair services and trouble shooting. Work is performed under the general supervision of the Water Superintendent. Work is performed independently, and a wide degree of judgement must be applied to work situations. Work is evaluated by observation, effectiveness and quality of assigned duties, and the effectiveness and efficiency of field technicians. This employee must remain informed about ongoing activities within the Water System to promptly advise the Superintendent of any issues or concerns that may arise. 

Position Duties

Collaborates with contractors working near water infrastructure. Requests and analyzes maps, project details and work descriptions to develop a plan of action with focus on damage prevention. Communicates these plans and assign tasks to field technician crew to ensure safe and efficient execution. 

Leads field operations of field technicians and contractors for Craven County Water that are engaged in installing, maintaining, and repairing water lines and related fixtures. 

Coordinates the daily workflow of the field technicians. Identify equipment and supply needs and ensure technicians are properly equipped to complete task assignments. Performs service orders and locates independently as well as alongside other field technicians. 

Assists Customer Service Clerks regarding customer concerns or urgent actions requested. Troubleshoot customer complaints about water pressure, flow, and leaks at or around the water meter. 

Maintains general cleanliness and organization of the Maintenance Shop. Manages inventory to ensure items are properly stocked and readily accessible. 

Unearths, repairs and replaces main water lines and connections; repairs and replaces manholes.  Fills in and resurfaces roads, driveways and yards, rakes and edges yard and roads. 

Trains new field technicians on proper procedure, including the use of Field Sheet (work order system) on County-issued iPads. Demonstrate the correct handling of equipment, materials, and tools required for their job.  

Implements and maintain safety procedures at work sites and Maintenance Shop. 

Performs proper locates of fiber optic lines using an electronic toner.

Minimum Qualifications

Graduation from high school. Three years of experience in waterline construction and maintenance work. Some supervisory experience preferred; or any combination of training and experience which provides the required skills, knowledge and abilities.

Special Requirements:
Possession of a valid North Carolina Driver's License.
Must possess or obtain within 18 months of hiring a C-Distribution license through the State of North Carolina WTFOCB.
The Water Field Technician II may be called upon during emergency situations to ensure the continuous water operation. This position is deemed to be “essential personnel”.

Other Qualifications

Additional Job Functions:

May be required to serve during times of disaster.

Works rotational on call schedule for emergency response on nights, weekends, and holidays.

Operates County vehicle and forklift.

Performs other related work as required.


Knowledge, Skills, and Abilities:

Considerable knowledge of the operation of equipment, supplies and tools used in water operation and line maintenance.

Considerable knowledge in reading and understanding As-Built drawings. 

Considerable knowledge of water line maintenance work.

Considerable knowledge of the occupational hazards involved and the safety precautions necessary for the proper operation of varied maintenance equipment.

General knowledge of the principles and practice of supervision and management. 

Skill in the operation of equipment, tools and supplies used in water maintenance work. 

Ability to plan, assign, supervise and direct field crews.

Ability to exercise independent judgment and initiative in applying standards to a variety of work situations. 

Ability to exercise considerable tact and courtesy in dealing with customers, contractors and other employees.

Ability to establish and maintain effective working relationships as necessitated by work assignments.

Ability to perform proper locate techniques for water lines and fiber optic lines.
