Duties
Serves as a Supervisory Intelligence Operations Specialist (hereafter referred to as CI Regional Operations Manager) within the Western Region, which is comprised of a geographically dispersed workforce. Duties include: Plan, direct, coordinate, implement, evaluate, and monitor operational activities, metrics, and assigned personnel in support of the CI Regional Mission Director. Assists in the planning, developing, directing, and execution of seamless and impactful integration across all mission areas within the Western Region. In conjunction with the CI Deputy Regional Mission Director and CI Regional Collections Manager, collaborates and coordinates CI support with other CI Regional Operations Managers, Field Office Chiefs, Supervisory Agents in Charge, and ISSP Team Leads with other mission areas such as Industrial Security, Cyber Security, and Background Investigations. Periodically and as requested assesses progress towards meeting goals and objectives and modifies them as necessary. Advises the CI Regional Mission Director and the CI Deputy Regional Mission Director as needed on performance metrics related to DoD and DCSA CI goals and objectives; makes decisions relative to priorities; determines impact of new and changing requirements and varying priorities from DCSA Regional Directors; and of significant events or problems occurring within the program areas served. Supervises, develops, and mentors CI Special Agents within the Western Region. Represents CI Regional Mission Director and CI Deputy Regional Mission Director in daily internal and external meetings, concerning operational discussions to identify and resolve threats to cleared industry.

Applicant must have directly applicable experience that demonstrates the possession of the knowledge, skills, abilities and competencies necessary for immediate success in the position. Qualifying experience may have been acquired in any public or private sector job, but will clearly demonstrate past experience in the application of the particular competencies/knowledge, skills and abilities necessary to successfully perform the duties of the position. You must have specialized experience sufficient to demonstrate that you have acquired all the competencies necessary to perform at a level equivalent in difficulty, responsibility, and complexity to the next lower grade GG/GS 13 in the Federal service and are prepared to take on greater responsibility. Generally, this would include one year or more of such specialized experience. Specialized experience for this position includes: Directing and executing CI Functional Services (CIFS) against FIE efforts to acquire classified and sensitive information or defense technology from cleared industry. Providing advice on the development of new CI activities, personnel security, investigative methods and approaches, and revising existing DCSA operational guidance and directives. Reviewing and editing operational documents, significant case summaries, and information briefings for senior intelligence officials and for use in the intelligence and law enforcement communities. Consulting on CI operations to include techniques, procedures, and tradecraft, and counter-proliferation (CP) issues for the Agency involving CI integration at facilities.
