Baytown is seeking a Development Services Analyst to guide and evaluate land use applications, ensure compliance with city codes, and support sustainable growth initiatives. The ideal candidate will have strong analytical skills, familiarity with planning/regulatory standards, and experience working with municipal processes. The Development Services Analyst designs and manages e-business system processes to support the department’s operational goals. They perform advanced, data-driven analysis to inform management decisions related to development review, inspections, and related activities. The analyst ensures the accuracy and integrity of development processes and data collection, identifying and resolving any errors or discrepancies according to established standards. This role requires independent, creative problem-solving and the use of expert knowledge and judgment to complete tasks. Additionally, the analyst oversees the administration of the development and land management software system to improve the overall customer experience.

Position Duties

  • Supports the department’s development software system needs by creating and maintaining process automation cases, workflows, intelligent object formulation, custom fields, data and fee tables, as well as providing troubleshooting, planning and training. Performs analyses and produces reports to assist with management decisions.
  • Serves as the department lead for website content creation and maintenance, tracks and reports KPI metrics, and publishes bulletins to support continuous process improvement.
  • Contributes to the advancement of the City’s development process by organizing and leading meetings with subject matter experts and power users.
  • Manages department records, overseeing retention, conversion to Laserfiche, and digital records management in compliance with Texas State Library and Archives Commission standards.
  • Reviews and approves responses to Public Information Requests (PIR) submitted through the City Clerk’s office.
  • Works with the GIS Coordinator to complete quarterly integration of county parcel data into the permitting software.
  • Performs all other related duties as assigned.

Minimum Qualifications

Required:

  • Associate’s Degree from an accredited college or institution in Information Technology, Construction Science, or a related field.
  • Two years of work experience in a paraprofessional Software Management/E-Business platform, Information Technology, Municipal or Private Development related role.
  • Valid driver’s license with an acceptable driving record (must obtain TX driver’s license within 90 days). 

OR

  • An equivalent combination of education, experience, certification and/or licenses sufficient to successfully perform the essential functions of the job.

Preferred:
  • Bilingual in English/Spanish
  • Experience with GIS mapping.
  • Development and land management software proficiency.

Other Qualifications

Comprehensive knowledge of personal computers and municipal building and land development processes, including the software, hardware, and technologies used to streamline operations. Ability to read and interpret plats, property surveys, and construction plans. Familiarity with Geographic Information Systems (GIS) and related software is preferred. Experience with SQL and report generation tools such as MS Access, Crystal Reports, and the MS Office Suite or equivalents is also preferred. Skilled in creating graphics and effectively understanding, communicating, and conveying complex oral and written information. Collaborates with and supports departmental staff to resolve technology-related operational issues.
