About the Department

Exercises first line supervision over parks and golf employees. Plans, schedules, and works with parks crews daily in field operations involving the construction, maintenance and repair of parks, golf course, athletic fields, and Parks and Golf facilities, and the landscaping/outdoor maintenance of city owned buildings and other green spaces.

Position Duties

  1. Supervises and coordinates the activities of the Parks and Golf workers in accordance with union contracts, City and Departmental policies and procedures and the Standard Practice Guide. 
  2. Prepares work schedules, organizes equipment for use and monitors the progress of parks and ground maintenance staff.
  3. Supervises and participates in field operations involving the construction, maintenance, and repair of parks, athletic fields, and parks facilities and may include the golf course and facilities.  Also includes all small engines, machinery and landscaping and outdoor maintenance.
  4. Interviews and hires temporary and part-time employees and makes recommendations for selection for full-time employees within Parks and Golf Division.  Trains employees, monitors progress, reviews performance, provides feedback, and conducts performance reviews for full-time staff. 
  5. Supervises and participates in snow removal activities. 
  6. Supervises and monitors contract maintenance, in-house construction and the irrigation systems.   
  7. Maintains licenses and provides training for fertilizer and pesticide applications.    
  8. Reviews and approves purchase orders, invoices, time sheets and other administrative paperwork and monitors p-card usage.  
  9. Assists in the development of the annual budget request and capital equipment replacement schedule for Parks and Golf.  
  10. Researches and prepares specifications for equipment and capital projects. 
  11. Prepares written and oral reports and recommendations regarding the parks, landscaping and facilities.
  12. Interacts with other city departments, associations, local schools, and user groups coordinating the use of parks, athletic fields, the golf course and other facilities. 
  13. Responds to citizen complaints and inquiries regarding division operations and takes appropriate action to promote positive public relations. 
  14. Serves as a liaison to City Departments, Farmington Public Schools, the City of Farmington and user groups coordinating use and maintaining athletic fields and other facilities. 
  15. Remains current with technology and best maintenance/management practices.
  16. Performs a variety of office tasks.  Prepares correspondence, answers phone, and assists residents with questions and other office duties.

Minimum Qualifications

EDUCATION & EXPERIENCE:
Bachelor’s Degree in Facilities Management, Parks and Recreation, Business Administration, or related field, or equivalent combination of education and experience necessary.


SKILLS & ABILITIES:
Computer Skills

Basic skills in word processing and spreadsheet software.
Basic skills navigating a computer operating system and applications.

Certificates & Licenses
Valid Operators License with CDL Type A, with air brakes endorsement and medical certification
Michigan Pesticide Applicator’s License, categories 3A Turf and 3B ornamental grass

START DATE & WORK SCHEDULE:
ASAP
Monday - Friday, 7:00a.m. - 3:00p.m. Some weekends and overtime as needed.

PHYSICAL DEMANDS:
While performing the duties of the job the employee is required to stand, sit and/or operate equipment for long periods of time, walk, talk, and use hands or fingers; to handle, or operate objects, tools, power tools, or controls; and reach with hands and arms. The employee is required to climb, balance, stoop, kneel, crouch, climb into trucks, dig, exert pressure to tighten and loosen large fasteners, enter and exit confined spaces and tolerate heights. The employee lifts and/or moves objects up to 50 pounds.

Other Physical Requirements
Good vision, including night vision, hearing, sense of smell, hand eye coordination and ability to wear personal protective equipment.

WORK ENVIRONMENT
Work is performed in an office environment, in a garage, in a repair bay, in a vehicle, at park and city facilities, construction sites, within the roadway and around traffic where the employee may wear a hard hat, safety vest and/or other safety equipment. Work is performed, day and night, in all weather conditions including temperature extremes. Exposure to muddy, icy and uneven terrain, confined spaces, noxious weeds, animals, odors, and noise.
