Duties
Duty 1 - Plans, organizes, and directs the activities of the ISR-Integration Branch, ensuring that 616 OC's National Tactical Integration (NTI), Tactics Analysis Reporting Program/Tactics Analysis Studies Element (TARP/TASE), and Senior Intelligence Duty Officer (SIDO) activities complies with legal and regulatory requirements and meets customer needs. Duty 2 - Exercises supervisory personnel management responsibilities. Advises and provides counsel to employees regarding policies, procedures, and directives of management. Duty 3 - Represents 616 OC/IRD with a variety of installation and functional area organizations. Establishes, develops, and maintains effective working relationships with 16 AF Staff and units, Department of the Air Force and Joint entities, Intelligence Community partners, and others. Duty 4 - Develops and presents ISR capabilities to a wide variety of service, national and coalition customers. Provides Combatant Commanders the intelligence information derived from ISR assets to maximize their own forces' effectiveness by optimizing friendly force strengths, exploiting adversary weaknesses, and countering adversary strengths. Duty 5 - Conducts and oversees the most complex collection of multi-source intelligence. Serves as a subject matter expert for intelligence collection and operations.
Qualifications
This is a GG-14 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-14 duties for the Supervisory/Management work category are at the Senior work level and are equivalent to those at the GS-14 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job. In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. EXPERIENCE REQUIRED: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include: Extensive skill in applying a comprehensive range of intelligence research, collection methods, dissemination applications and methodologies that includes the evaluation of many diverse sources of information utilizing multiple intelligence information systems in order to develop intelligence capability and threat assessments. Amasses and reviews in detail intelligence data using multi-source expertise from either regional or functional background/training to current and operational intelligence missions. Demonstrates knowledge of the national intelligence community, Joint, DoD structure, organizations and mission/functions, inter-relationships, and operations. Displays an ability to conduct unbiased complex research, identify appropriate available systems/data sources, and produce collection requirement assessments that answer specific tasks to link and leverage agency capabilities in support of consumers, customers, and clients. Exhibits skill in writing clear and concise intelligence products and skill in written and verbal presentations of intelligence products to senior audiences for decision-making purposes. Considered as subject matter expert in intelligence collection and operations activities. Applies new developments and experimental theories to problems not susceptible to treatment by accepted methods or makes decisions or recommendations significantly change, interpreting, or developing important policies and programs. Utilizes a detailed understanding of the requirements of various existing and potential consumers/customers and clients of DoD, IC, and agency products, services, and knowledge management. Uses experience with modernization and acquisition processes to assist in AF and IC planning, programming, and budgeting processes. Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of a comprehensive range of intelligence research and collection methods, techniques, and practices; and multi-source intelligence information systems to capture and report on data in order to develop intelligence capabilities and threat assessments, interpret policy, and commit resources. 2. Knowledge of advanced dissemination principles, concepts, and methods to disburse the most complex information/situations attained from multiple sources. 3. Knowledge of safety and security regulations, practices, and procedures. 4. Skill in conducting unbiased complex research, identifying appropriate available systems/data sources, and producing collection requirement assessments that answer specific tasks to link and leverage agency capabilities in support of consumers, customers, and clients. 5. Ability to plan, organize, and direct the functions and staff of a small to medium sized organization. 6. Ability to communicate effectively, both orally and in writing. CONDITIONS OF EMPLOYMENT CONTINUED: 1. Position is designated special-sensitive and requires eligibility for access to Sensitive Compartmented Information (SCI), other intelligence-related Special Sensitive information, or involvement in Top Secret Special Access Programs (SAP) to fully perform the duties and responsibilities of the position. A non-disclosure agreement must be signed. 2. Drug Testing: This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Testing Program. Employee must pass initial and periodic short notice drug testing. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
