ICF seeks an on-call Senior Child Welfare and Education Research Analyst to work within our Child Welfare and Education (CWE) Line of Business. This role supports federal, state, and local clients by delivering high-quality technical assistance, research, and evaluation services focused on improving outcomes for children and youth across education and child welfare systems. The ideal candidate brings expertise in educational research, program evaluation, and statistical analysis, with a strong background in education and child welfare systems. The Senior Child Welfare and Education Research Analyst will work with clients such as the U.S. Department of Education as well as state and local educational agencies to provide high-quality services and products. 

Key Responsibilities:

The on-call Senior Child Welfare and Education Research Analyst is responsible for developing and maintaining strong, collegial relationships with state education agencies (SEAs) and other clients to provide high-quality, relevant, and useful capacity-building technical assistance. In this role, you will conduct needs assessments, develop and deliver technical assistance that clearly addresses client needs, monitor and course correct technical assistance as needed, design and conduct mixed-methods studies, analyze complex datasets, and translate findings into actionable insights for policy and practice.  

Basic Qualifications:

  • Doctorate in education, social sciences, public administration, or related subjects
  • 3+ years of experience at the state and/or national level working with K-12 education policies, regulations, and systems
  • 3+ years of experience developing and delivering technical assistance to state and district educators and leaders
  • 3+ years of developing high quality technical assistance materials, including information briefs, tools, presentations, and processes
  • 5+ years of experience conducting mixed-methods research and evaluation
  • 5+ years working with MS Office and other standard office applications (Word, PowerPoint, Outlook, Excel, SharePoint, and Adobe Connect); proficiency with statistical software such as SPSS, Stata, and Qualtrics
  • 1+ years of experience supporting large-scale federal grants or contracts; demonstrated experience supporting implementation of a U.S. Department of Education Comprehensive Center grant award

Preferred Skills/Experience:

  • Experience working with multiple stakeholder groups as a participant, content advisor, and technical assistance provider
  • Experience supporting regional and national education priorities through roles such as researcher or evaluator
  • Content knowledge related to state education systems, key policy issues (e.g., assessment, accountability, college and career readiness, school turnaround, diverse learners, educator development and evaluation), capacity building, coaching, and/or consultation
  • Demonstrated familiarity with the education landscape and stakeholder networks in the Mid-Atlantic regions, including DC, DE, MD, NJ, PA
  • Demonstrated experience facilitating cross-sector partnerships and leading needs-sensing and stakeholder engagement activities

Pay Range - There are multiple factors that are considered in determining final pay for a position, including, but not limited to, relevant work experience, skills, certifications and competencies that align to the specified role, geographic location, education and certifications as well as contract provisions regarding labor categories that are specific to the position.

The pay range for this position based on full-time employment is:

$67,020.00 - $113,934.00
