About the Department
Assists with general management, planning, organizing, coordinating, and directing of the Department of Public Services including administration and business matters, department budget, capital improvement planning, and oversite of engineering, public works, and asset management of municipal infrastructure (transportation, traffic control, environmental, sanitary sewer, water supply, storm water management, and facilities).
Position Duties
- Supervises and coordinates the activities of the department in accordance with union contracts, consultant contracts, City and Departmental policies and procedures, and the Standard Practice Guide.
- Formulates and implements departmental policies and procedures.
- Monitors activities in progress and upon completion to assess quality and quantity of work performed and ensures conformance to City Codes, departmental policies and accepted engineering standards.
- Responds to and resolves questions and complaints from residents, developers, and contractors to ensure understanding and conformance to requirements and specifications. In addition, responds to various questions and problems of the general public regarding municipal infrastructure.
- Represents the City at various functions, conferences, associations, and meetings with the Michigan Department of Transportation, the Road Commission for Oakland County, the Oakland County Water Resource Commission, the Michigan Department of Environment, Great Lakes, and Energy, the Great Lakes Water Authority, and the Southeast Michigan Council of Governments, and various City functions.
- Prepares various reports, grants, and correspondence and coordinates activities with other departments. Keeps the Director of Public Services informed through written and oral reports.
- Maintains knowledge of infrastructure issues and trends through contact with other governmental agencies and colleagues, professional literature and by attending seminars and other educational meetings. Examines new products, procedures and policies, and makes recommendations.
- Assists residents and others with service requests involving all aspects of public works and engineering projects. Addresses, documents, and responds to all service requests received by the Division.
- Attends City Council and other boards and commission meetings to provide information, makes presentation and answers questions regarding municipal infrastructure and other related information.
- Interviews and screens candidates for employment making recommendations for selection. Trains employees, monitors progress, reviews performance and provides feedback for all staff, completes performance evaluations, and employee grievances and problems.
- Prepares and monitors the Public Services department budget.
- Identifies and recommends projects to be placed in the City’s Capital Improvement Plan.
- Performs a variety of office tasks. Prepares correspondence, answers phones, and assists residents with questions and other office duties. May assume additional administrative responsibilities as assigned by the Director.
- Performs related duties as assigned.
Minimum Qualifications
EDUCATION AND EXPERIENCE:
Bachelor of Science degree in Civil Engineering and 10 or more years of related experience.
SKILLS & ABILITIES:
Computer Skills
Basic skills operating a computer system and applications.
Basic computer skills in word processing, spreadsheet, and presentation software.
Basic skills in Computer Aided Design and Geographic Information Systems.
Certificates & Licenses
Valid Operator’s License
Soil erosion and sedimentation control certification
Michigan Professional Engineers License

PHYSICAL DEMANDS:
While performing the duties of the job the employee is required to stand, kneel and sit for long periods of time; walk, talk, read, use hands and/or fingers, operate a computer and to reach with hands and arms.
Other Physical Requirements
Good vision and hearing.
WORK ENVIRONMENT:
Work is performed primarily in the office with occasional work performed in a vehicle, at construction sites, within the roadway and around traffic where the employee may wear a hard hat and/or safety vest. Work is performed in all weather conditions including temperature extremes. Occasional exposure to muddy, icy, and uneven terrain, odors, and noise.
