Job Description:

The Senior Manager of Sourcing is a key role within UHN’s Procurement and Supply Chain portfolio and is responsible in leading the strategic planning/sourcing process including developing, implementing and managing leading edge supply chain management services and initiatives that will drive sustainable value and achieve efficiencies for the hospital and its affiliated organizations.

Reporting to the Director of Procurement, this position is responsible for providing support to lead and implement strategic sourcing processes, supporting escalations for contract issues as well as risk management. This Senior Manager will have a number of direct reports and is responsible for providing training, coaching and development. This position is posted for one year on a temporary full-time basis with a potential for an extension.

Ideal candidates are able to demonstrate an ethical, professional, and accountable manner as a liaison between Clinicians, Suppliers and Stakeholders and is responsible to uphold and support Public Procurement laws, procurement directives and trade agreements. Including ensuring compliance with legislative and quality standards by managing strategic sourcing, contracting and procurement activities in line with UHN Corporate Policies, the Ontario Broader Public Sector Procurement Directives (BPSPD), the Canadian Free Trade Agreement (CFTA), the Canada-European Union Comprehensive Economic and Trade Agreement (CETA), public tendering legislation and other policies and procedures.

Duties

  • Planning, managing and evaluating all procurement activities.
  • Provides departmental leadership to direct reports and ensures staff work is aligned with departmental and hospital standards to promote efficiency, effectiveness, timeliness and availability of resources to support internal customers.
  • Monitor and improve metrics to drive performance, risk assessment, savings, and develop initiatives for overall spend categories.
  • Oversee and direct the sourcing initiative process from start to finish including contract development, negotiations and management, ensuring the best possible outcome.
  • Performs planning responsibilities; develops, implements, manages and reviews short and long-term plans which are in alignment with UHN’s goals and strategies.
  • Present to senior leadership on the portfolio, its activities and strategic direction.
  • Maintains relationships with stakeholders including suppliers, GPOs and the Ministry.
  • Conducts market research to support strategic direction of initiatives.
  • Provide pertinent information relating to regulatory business environment information.
  • Cross functional team coordination.
  • Oversight of risk assessment/risk mitigation for all sourcing initiatives.
  • Manages all aspect of human resources.
  • Performs quality management responsibilities.
  • Manages the department financial resources.
  • Performs corporate management responsibilities that support and advance UHN’s goals.
  • Performs cross-functional duties and other duties consistent with the job classification, as required.
Qualifications:
  • Undergraduate Degree in a relevant field e.g. business, supply chain, commerce or economics or equivalent work experience.
  • A minimum of (5) years of proven experience managing complex supply chain management or strategic sourcing projects, preferably in a healthcare environment.
  • A minimum of (5) years experience in a management role which includes knowledge of policies and practices on hiring, dismissal and performance management and practical application of managing teams and individuals in order to succeed.
  • A minimum of (5) years experience in Contracting, Strategic Sourcing, Public Procurement Purchasing, Materials Management, Project Management, Management experience.
  • Certified Supply Chain Management Professional (SCMP) Designation or PMP Certification, Public Procurement Designation is an asset.
  • Sound working knowledge of the Ontario Broader Public Sector Procurement Directives, trade agreements, and public procurement laws.
  • Demonstrated proficient communication skills, both written and oral.
  • Demonstrated organization/time management skills.
  • Knowledge of procurement and supply chain tools SAP S4Hana, Ariba, Bonfire, Biddingo is an asset.
  • Proficiency of business computer application including MS Office 365 and SharePoint.
  • Developing/conducting presentations – advanced knowledge.
  • Project Management and/or conflict resolution training.
  • Ability to interact with all levels of internal staff, hospital staff, clinicians, researchers, external stakeholders, suppliers.
  • Team player, sense of urgency, strong communicator, resourceful, time management, integrity.
  • Customer centric “mindset”. Customer service orientated for ensuring an enhanced customer experience.
  • Ability to prioritize workload, manage unexpected occurrences and at the same time manage deadlines.
