Position Summary
The Manager of Program Accounting (“Manager”) oversees the general ledger (GL) accounting function to ensure the accurate and timely preparation of the financial statements and is responsible for training and cross-training the Financial and Senior Financial Accountants to ensure proficiency in all functional areas.  This role reviews various program packages and workpapers quarterly and annually, evaluates significant account reconciliations and accounting transactions, and maintains the GL structure, including chart of accounts, coding, policies, procedures, and internal controls. The Manager also collaborates across departments to align financial reporting and processes with new business activities and system workflows. This position reports to the Assistant Comptroller.

MassHousing operates under a hybrid work model; therefore, employees are expected to work on-site according to a schedule determined in collaboration with their manager and based on the needs of the role. To support effective onboarding, new employees may be required to work in the office more frequently during their first 90 days.
 
Essential Functions
 
Financial Reporting 
Manage monthly and quarterly financial reporting schedules and deliverables
Review various financial reporting packages, including those related to bond and grant programs, for accuracy and completeness
Develop new financial reporting packages as new programs are developed and internal companies are developed
Oversee monthly cash and loan receivable reconciliations of the Working Capital Fund
Review journal entries and accounting transactions to ensure completeness and accuracy
Monitor and review bond-related cash flow activity and debt service payment calculations
Ensure accurate recording of complex transactions, including bond issuances and redemptions 
Oversee monthly subledger interfaces and ensure proper integration into financial records
Monitor arbitrage rebate calculations performed by external partners and conduct high-level reviews 
Review interim arbitrage rebate calculations and quarterly swap valuation reports
Ensure all non-trustee bank accounts are assigned, reconciled monthly, and appropriately maintained
Confirm all required manual journal entries are posted as needed
Develop, implement, and maintain accounting policy and procedures and identify opportunities for process improvements
Oversee external financial reporting by preparing and reviewing quarterly financial statements, annual audit materials, year-end reports and schedules, and coordinating related financial system close activities and deadlines
 
Accounting Operations and Financial Analysis
Propose journal entries for the GL based on financial activity and reporting needs
Review cash flow projections and internal budgets
Support internal reporting and contribute to financial analysis efforts
 
People Management
Recruit, develop, and retain staff to ensure productivity and engagement
Engage in performance manager activities such as goal setting, performance evaluations, development planning, and continuous feedback to develop staff and achieve Agency goals
Provide coaching, counseling, and corrective action (when necessary) to staff
Foster a culture that reflects MassHousing’s mission and values
 
Security
Comply with MassHousing’s Information Security Program and all other Agency information security policies and procedures
Take responsibility for any Agency assets assigned to you
Promptly report any security events, incidents, or weaknesses to MassHousing’s Information Security Team
 
Minimum Qualifications
Bachelor’s degree in accounting or commensurate work experience
3+ years of people management experience
10+ years of experience in a large financial institution, nationally recognized credit review organization, or CPA firm 
High level of proficiency with Microsoft Excel and other Microsoft office tools.  Prior general ledger experience, including interfaces with supporting subsystems and report writing tools.
Eligibility to work in, and travel freely to and from, the United States without sponsorship
 
Preferred Qualifications
Master’s in Business Administration (MBA)
Certified Public Accountant (CPA), Certified Management Accountant (CMA), Certified Government Financial Manager (CGFM), or Chartered Financial Analyst (CFA) 
Knowledge of the housing finance industry
