Position Duties

About the Work Unit

This position works in the Water Quality Section of the Environmental Programs Branch of the Colorado Department of Transportation's (CDOT's) Division of Transportation Development (DTD).  The work section exists to assist/support CDOT planning, design, construction, and maintenance activities with compliance with the broad range of state, federal and local regulations, executive orders, interagency agreements and CDOT policies, which support the protection and enhancement of the environment.  Environmental Programs Branch (EPB) staff establish CDOT’s policy for environmental issues, conduct scientific investigations, develop mitigation strategies to avoid or minimize harmful environmental impacts, prepare professional reports and guidance documents, and conduct interagency negotiations, which result in necessary approvals to complete CDOT activities. The Environmental Programs Branch also ensures that environmental issues are addressed in each of the Department's five decentralized Transportation Regions

About the Position

This position serves as a subject matter expert/staff authority for CDOT Regions, local agency partners, and regulatory entities on Permanent Water Quality (PWQ) and Illicit Discharges (ID). The position develops operational procedures for Permanent Water Quality and Illicit Discharges program compliance–and guides statewide process improvement to ensure regulatory compliance and exceptional stewardship of taxpayer dollars.

Your duties and responsibilities will include, but are not limited to, the following:


MS4 Permit Permanent Water Quality Program Administration and Field Manager

  • Serve as staff authority/subject matter expert for CDOT Regions, local agency partners, and provide expertise on CDOT process implementation that meets MS4 Permit PWQ Program compliance to regulatory entities.
  • Collaborate with and provide guidance to CDOT staff including Regions, Contracts, Maintenance, Specifications, and Engineering to achieve MS4 Permit compliance. 
  • Facilitate weekly PWQ Program meetings to support programmatic consistency across Regions.
  • Manage PWQ project budgets and approve invoices.
  • Complete administrative and field tasks of the Permanent Water Quality Program.
  • Conduct compliance inspections on the PWQ CM inventory once each MS4 Permit term.
  • Develop, implement, evaluate, and revise procedures and tools to achieve timely completion of PWQ Program requirements identified in CDOT’s MS4 Permit..
  • Coordinate ArcGIS applications such as Survey123, Workforce, and QuickCapture to ensure standard operating procedures created by HQ are implemented uniformly within the CDOT Regions.
  • Assess technology options to address current and future program needs.
  • Establish and implement Permanent Water Quality Program training for CDOT staff and other stakeholders
  • Act as a subject matter expert for NEPA document review, specifications revisions, presentations to CDOT management, and in meetings with internal and external stakeholders.
  • Evaluate the need for a long-range plan in relation to the other MS4 Permit programs at CDOT statewide. 


MS4 Permit Illicit Discharges Program Administration and Field Manager

  • Serves as Staff Authority/Subject Matter Expert on MS4 Permit Illicit Discharges Program.
  • Complete administrative and field tasks of MS4 Permit Illicit Discharges Program.
  • Develop, implement, and evaluate a long term outfall mapping strategy, and train Region staff on the strategy to ensure consistent implementation throughout the State.
  • Manage ID project budgets and approve invoices.
  • Follow the CDOT standard operating procedure for tracking and reporting illicit discharges in CDOT rights of way.
  • Participate in spill responses with Colorado State Patrol, CDOT Property Management, and other stakeholders.
  • Meet with the CDOT Applications Development and Support Unit or OIT to identify and implement tools for CDOT staff to report illicit discharges discovered on CDOT rights of way. 
  • Develop and deliver annual training for CDOT staff most likely to encounter illicit discharges

Other

  • Assist the Water Quality Unit 1 Supervisor in managing the non-MS4 Permit program elements, including participation in impaired waters [303(d)], Total Maximum Daily Load (TMDL), and watershed group meetings.
  • Develop and deliver presentations on a variety of water quality topics.
  • Assist the Water Quality Section, and the Unit 2 MS4 Construction Program Manager with New Hire Training for new HQ and Region Water Pollution Control Manager (RWPCM) staff.
  • Other job duties as assigned.

Work Environment: 

  • Daytime hours Monday-Friday, but we are flexible to meet your work/life balance needs while ensuring CDOT business needs are met.
  • You will likely work a hybrid schedule with a combination of in-office and remote work.
  • Daytime travel during business hours to Permanent Water Quality Control Measuresites to conduct compliance inspections or illicit discharges investigations or attend conferences.
  • Some overnight travel to conduct compliance inspections or illicit discharges investigations, or attend conferences at distance sufficient to require overnight stay.  Approximately 15% 
  • Approximately 30% spent in the field and 60% spent in the office,
  • Required to drive CDOT vehicles.
  • Exerts up to 50 lbs. of force occasionally, and/or up to 20 lbs. of force frequently, and/or up to 10 lbs. of force frequently to move objects.
  • Exposure to hot, cold, wet, humid, or windy conditions caused by the weather.
  • Contact with water or other liquids; or exposure to nonweather-related humid conditions.
  • Proximity to moving, mechanical parts.

Minimum Qualifications

Experience Only:

Must total at least eight (8) years and include:
  • Four (4) years of experience in environmental science, environmental engineering, hydrologic science, water resources science, watershed science, natural resources management, natural sciences, or a field closely related to the major job duties.
  • AND at least four (4) years of experience with a primary focus on water quality regulatory compliance.

OR


Education and Experience:

A combination of relevant education and experience equal to at least 8 years.
  • Education from an accredited college or university in environmental science, environmental engineering, hydrologic science, water resources science, watershed science, natural resources management, natural sciences, or a field closely related to the major job duties will be considered
  • Experience  a primary focus on water quality regulatory compliance will be considered.

  • Extensive knowledge of and experience with federal, state, and local regulations and laws pertaining to Permanent Water Quality and Illicit Discharges.

  • Extensive knowledge of and experience with water quality requirements and regulations, especially related to transportation project permits required for construction and operations.
  • Experience with MS4 permit program areas: permanent water quality, construction and illicit discharges,
