About CommuniCare+OLE Established in 2023, CommuniCare+OLE is the result of a union of two health centers with deep roots in their respective communities and reputations for providing high-quality primary care to all, regardless of insurance or ability to pay: OLE Health of Napa and Solano Counties and CommuniCare Health Centers of Yolo County. Building on a legacy established by both organizations in 1972, CommuniCare+OLE is a network of federally-qualified health centers with 17 sites across Napa, Solano, and Yolo Counties. It offers comprehensive care, including medical, dental, behavioral health and substance use treatment, nutrition, optometry, pharmacy, care coordination, referrals, and enrollment assistance to more than 70,000 individuals, and no one is turned away due to lack of insurance, immigration status, or ability to pay. Many services are offered outside of its sites, including mobile health, home visiting, and community and school-based programs.

JOB SUMMARY/OVERVIEW: The Chief Strategy and Integration Officer serves as the senior executive responsible for providing strategic leadership and operational oversight of all clinical services at CommuniCare+OLE, a Federally Qualified Health Center (FQHC). This role will work closely with experienced executive and senior leaders and has the opportunity to unify systems, reduce duplication, and advance the “One Organization, One Mission, One Vision” approach across counties and service lines by developing a clinically integrated strategy for service delivery. This role oversees clinical operations, medical, behavioral health, dental, pharmacy, perinatal services, quality improvement, and clinical informatics while ensuring delivery of high-quality, comprehensive healthcare services to diverse patient populations. The position is responsible for the oversight, management and operations performance of the organization, including continued development and refinement of its care and service delivery model; financial planning and adherence to budgets and fiscal targets, strategic integration of multiple service lines to increase cross-utilization of services, and successful execution of strategic initiatives in alignment with the CC+OLE mission and federal requirements. The Chief Strategy and Integration Officer is responsible for all day-to-day management decisions and is acting CEO in the CEO’s absence.

MINIMUM POSITION REQUIREMENTS: EDUCATION, EXPERIENCE, SKILLS/TRAINING
| Required: Advanced clinical degree (MD, DO, MSW, MSN, DDS, PharmD, PhD in clinical field, or equivalent doctoral-level clinical degree); or Master's degree in Public Health, Healthcare Administration, MBA, or related field. |
| Minimum 10-12 years experience in primary care, community health or hospital settings; Minimum 8-10 years healthcare leadership or administrative experience; Demonstrated experience in quality improvement, clinical program development, integrated models of care and regulatory compliance; Strong skills in strategic planning, visioning, and the ability to translate large goals into actionable objectives; Strong leadership skills; ability to conceive, plan and lead the execution of projects and programs and translate vision into actionable objectives; Excellent coalition building skills with an ability to communicate and work effectively with a variety of internal and external stakeholders; an effective negotiator able to achieve consensus amongst differing opinions; Outstanding presentation and communication skills and the experience and proclivity to be an outgoing spokesperson, relationship builder, and influential leader, with the ability to effectively engage community and organizational leaders. Strong commitment to the professional development of staff; successful track record of recruiting and retaining diverse and cohesive teams.
Experience in FQHC, community health center, or safety-net healthcare environment strongly preferred.

| Preferred: Project Management experience, Certified Greenbelt Six Sigma or experience with LEAN, experience with Epic and/or OCHIN Epic. |
ESSENTIAL FUNCTIONS AND RESPONSIBILITIES
1. | Develop and implement comprehensive clinical strategies aligned with FQHC mission, vision, and strategic goals across all clinical departments. |
2. | Oversee and directly supervise senior clinical and operational leaders including medical, behavioral health, dental, pharmacy, perinatal services, quality improvement, operations and clinical informatics departments. |
3. | Ensure compliance with HRSA, state licensing requirements, and other federal, state, and local healthcare regulations. |
4. | Support implementation of clinical quality improvement initiatives, patient safety programs, and maintain clinical quality metrics and outcome measures in partnership with the QI team and Risk and Compliance teams. |
5. | Design and implement integrated care models that address the comprehensive health needs of underserved populations and increase cross-utilization of services for patients and clients. |
6. | Recruit, hire, retain, and provide leadership to clinical staff across all departments, including department heads and clinical managers. |
7. | Support the on-going development of clinical protocols, policies, and procedures across all service lines while ensuring evidence-based practices. |
8. | Oversee implementation and optimization of electronic health record systems and clinical informatics initiatives. |
9. | Provide general oversight of all CC+OLE activities, manages the day-to-day operations at the executive level, and ensures smoothly functioning, efficient organization. |
10. | Collaborate with executive leadership on clinical priorities, budgets, resource allocation, and strategic planning initiatives. |
11. | Ensure the delivery of high-quality services while managing current and future growth; support CEO and Executive Team in all service and capital expansion projects. |
12. | Represent the organization in community health initiatives, partnerships, and engage with patients and community members on clinical service development. |
13. | Conduct performance evaluations, implement professional development plans, and foster a culture of clinical excellence and patient-centered care and provide mentorship and capacity development. |
14. | Facilitate cross-departmental collaboration and strengthen internal communications with staff throughout the organization; create and promote a positive, multicultural and inclusive work environment that supports consistency throughout the organization's strategy, operational methods, and data collection needs. |
15. | Assist in shaping long-term growth strategies, exploring new programs and partnerships, and representing the organization in high-level external discussions. |
