Senior Exercise Planner orchestrating complex naval Undersea Warfare exercises for the Ship Anti-Submarine Warfare (SHAREM) and Mine Warfare (MIREM) Readiness and Effectiveness Measuring programs at Surface and Mine Warfighting Development Center (SMWDC) in San Diego. This critical position designs and coordinates 8-12 major exercises annually involving US and coalition forces, submarines, aircraft, and surface combatants across global operating areas. The planner ensures seamless integration of tactical objectives, data collection requirements, and international partnerships while developing exercise documentation that drives fleet readiness assessments.


ESSENTIAL FUNCTIONS

Exercise Design & Documentation Development

* Develop Exercise Concept Briefs establishing objectives for SHAREM exercises, MIREM events, and SCC Operations

* Draft comprehensive Test Plans, Exercise Plans, and Operational Orders (OPORDs) for multi-unit exercises

* Create Data Collection Plans leveraging automated systems and ensuring minimal crew burden

* Design tactically relevant scenarios testing specific capabilities against pacing threats

* Develop exercise instructions with sufficient detail for clear execution by US and coalition forces

* Prepare operational messages in accordance with NTP-3 telecommunications standards


Planning Conference Leadership

* Lead and participate in planning conferences for 4-6 SHAREM exercises annually with partner navies

* Support planning for 4 Submarine Command Course (SCC) Operations at underwater tracking ranges

* Coordinate MIREM exercise planning (4-6 events), including integration with major fleet exercises

* Brief exercise objectives to US and coalition stakeholders, ensuring a clear understanding

* Facilitate Limited Objective Experiments (LOEs) for TTP development and fleet experimentation

* Coordinate exercise integration with RIMPAC, BALTOPS, UNITAS, Talisman Sabre, and Valiant Shield


International Coordination & Logistics

* Interface with International partner navies and other allied nations

* Coordinate foreign participant requirements, including translation of exercise documents

* Arrange observer embarkation/debarkation logistics, including COD, helicopter, and small boat transfers

* Manage country clearance requirements per DoD Foreign Clearance Guide

* Plan logistical support for exercises in forward-deployed areas


Exercise Execution Support

* Deploy to exercises, ensuring proper execution of test plans and data collection procedures

* Assist ships' crews in understanding and executing complex exercise instructions

* Monitor data collection efforts ensuring capture of critical performance metrics

* Coordinate real-time adjustments to maximize objective accomplishment

* Support pre-sail briefs covering exercise purpose, objectives, and execution requirements


Analysis & Reporting Coordination

* Communicate exercise results to naval commands, program offices, and engineering laboratories

* Support development of Quick Look and After Action Reports within required timelines

* Assist in translating tactical observations into analytical requirements

* Coordinate data transfer from participating units to analysis facilities

* Provide insights during workshops, conferences, and senior leadership briefings

Requirements

* 8-10 years of Navy experience with a focus on operational planning or exercise coordination

* 4+ years of specific experience planning naval USW exercises

* Demonstrated experience with multi-unit, multi-national exercise coordination

* Experience developing military operational orders and exercise instructions


Required Competencies:

* Proven ability to prepare technically accurate military reports, plans, and correspondence

* Strong analytical and problem-solving skills for complex exercise design

* Excellent oral and written communication skills for briefing diverse stakeholders

* Ability to work independently while coordinating multiple concurrent planning efforts

* Understanding of experimental design principles for operational testing


PREFERRED QUALIFICATIONS

Exercise Planning Expertise:

* NATO/coalition exercise planning experience

* Familiarity with underwater tracking ranges (AUTEC, PMRF, SCORE)

* Experience with Submarine Command Course (SCC) operations

* Knowledge of major fleet exercises (RIMPAC, BALTOPS, UNITAS)

* Experience with Limited Objective Experiments (LOEs)


Technical Knowledge:

* ASW/MCM tactics, doctrine, and operational employment

* Naval message drafting and NTP-3 formatting

* Understanding of Navy sensors, weapons, and combat systems

* Familiarity with data collection systems and requirements

* Knowledge of MOE/MOP development and validation


International Experience:

* Experience coordinating with Five Eyes and NATO partners

* Understanding of foreign disclosure and release procedures

* Country clearance process expertise

* Cultural awareness and diplomatic communication skills

* Foreign language capabilities (particularly Asian or European languages)

COMPLIANCE REQUIREMENTS

Security Clearance: Active SECRET clearance required (must possess at time of hire)

Citizenship: U.S. Citizenship required

Background Check: Must pass NCIS background investigation

CAC Requirements: Must obtain and maintain a Government Common Access Card

Travel Requirements: Frequent travel (30-40%) for planning conferences and exercise execution in CONUS and OCONUS locations 


PHYSICAL REQUIREMENTS

* Standard office environment with extended computer work during planning cycles

* Ability to embark/disembark naval vessels via ladders, gangways, or small boats

* Capability to work in shipboard environments during exercise periods

* Extended standing/walking during planning conferences and exercise execution

* Ability to lift up to 25 pounds (planning materials/equipment)

* International travel requiring long flights and varied climates
