About the Department

The City of Avondale is currently seeking a Senior Human Resources Analyst (Employee Relations and Classification & Compensation) to join the Human Resources Department.


Hiring Range: $81,200.44 - $101,500.55
Salary range is the entire compensation range for the position classification.
Hiring range is an estimate of the compensation amount for the selected candidate. The actual salary offer will carefully consider a wide range of factors, including skills, qualifications, experience, education, licenses, and/or training.


The Senior Human Resources Analyst provides professional support on employee relations, classification and compensation, and compliance with employment laws. This role investigates complaints, conducts classification and salary studies, ensures equity in hiring and pay practices, and advises departments on performance management and conflict resolution. Serving as a strategic partner, the analyst helps departments navigate complex personnel issues while supporting organizational effectiveness and employee development.

Position Duties

Advises departments on personnel issues based on City policies, Americans with Disabilities Act, Fair Labor Standards Act, Family Medical Leave Act, Age Discrimination in Employment Act, and other employment-related laws and statutes.

Intakes employee complaints and grievances and conducts impartial investigations; prepares concise reports with findings, provides recommendations based on the findings, and supports department leadership on implementing the actions related to the findings of the investigation.

Monitors and maintains the City’s classification and compensation system by conducting job classification audits, preparing or revising job specifications, and conducting compensation surveys with department leaders to determine salary range and market adjustments.

Identifies issues and practices that may conflict with and/or impact Human Resources or other City policies. Acts proactively and recommends courses of action specific to employee relations, classification, and compensation.

Assists the recruiting and onboarding team in reviewing compensation offers for applicants to ensure offers are consistent with City policies and practices and align with internal equity throughout the City. Maintains equity sheets to ensure consistency within the City’s practices.

Supports the Department’s Organizational Development/Training Manager, as needed, by collaboratively developing and implementing training for City employees.

Researches and identifies trends within the organization through strategic partnerships and regular meetings with City and Department leadership. Utilizes tools, such as exit interviews, to determine trends within departments.

Partners with departments on effective performance management of employees, including conflict resolution to determine reasonable solutions to internal conflict or disagreements.

Performs other duties as assigned.

Minimum Qualifications

Bachelor's Degree in Human Resources, Business Administration, or a closely related field or any equivalent combination of experience, education, and technical training which provides the required knowledge, skills, and abilities, may qualify.   

A Master’s Degree in a related field is preferred.

Four (4) years of experience in Human Resources, which included conducting workplace investigations, classification and compensation studies, and reviews.

Experience working in a public sector Human Resources environment is desired.

Certification in one or more of the following areas is preferred: SHRM-SCP/CP, SPHR/PHR, and/or IPMA-CP/SCP.

Valid Arizona Operator’s Driver’s License.
