SKILLS, KNOWLEDGE AND ABILITIES: Skills: • Ability to interpret and apply employment laws, collective bargaining agreements, Merit System rules, and District policies to ensure compliance and consistency. • Ability to communicate clearly and professionally with administrators, staff, and community members regarding sensitive and confidential personnel matters. • Ability to assess staffing needs and apply knowledge of credentialing requirements to ensure appropriate employee placement and support student achievement. • Ability to exercise sound judgment, discretion, and professionalism in managing complex personnel issues and maintaining confidentiality. Knowledge Of: • Federal, state, and local laws governing employment practices in school districts, including Education Code, Labor Code, credentialing requirements, and Merit System Rules and Regulations. • Policies, procedures, and legal requirements related to certificated and classified personnel, including contract administration, collective bargaining, and employee evaluation and discipline. • Best practices in recruitment, selection, onboarding, retention, and supervision of school district staff. • Principles and procedures of conflict resolution, progressive discipline, and the interactive process for employee accommodations. Requirements / Qualifications

REPRESENTATIVE DUTIES: • Assists in the planning, development, and implementation of comprehensive human resources programs and services aligned with the District’s goals and objectives. • Ensures compliance with Board policies, collective bargaining agreements, Merit System rules and regulations, and applicable State and Federal laws, administering them accurately and equitably. • Coordinates the recruitment, selection, and onboarding of certificated and classified personnel to attract and retain high-quality staff. • Facilitates the resolution of employee concerns and conflicts, including conducting or overseeing investigations in accordance with District procedures and legal requirements. • Provides guidance and consultation to administrators regarding employee performance, progressive discipline, evaluations, and contract interpretation. • Collaborates with site and department leaders to ensure fair, consistent, and supportive personnel practices across the District. • Advises on strategies to foster positive employee relations and ensure employee concerns are addressed with consistency, fairness, and professionalism. • Assists in the development and delivery of professional learning opportunities related to human resources topics such as evaluations, mandated reporting, employee conduct, and legal updates. • Maintains accurate, organized, and confidential personnel records; supports compliance with credentialing requirements for certificated staff. • Upholds the highest standards of confidentiality and integrity in all personnel matters. • Performs other related duties as assigned.

Comments and Other Information

EDUCATION AND EXPERIENCE: • Five (5) years of progressively responsible professional experience in personnel-related functions, including two (2) years in a recent management role; advanced training in human resources, education, administration, or a related field preferred. • Valid California Administrative Services Credential. • Merit System experience in a California school district preferred. ***Posting will close at deadline or when position is filled.***
