Position Overview: The Christina School District is seeking a knowledgeable and strategic Human Resources Manager to lead and manage human resource processes, employee relations, and collective bargaining administration. This individual will support district leadership in maintaining positive labor-relations, in compliance with school district and State of Delaware human resource policies. The ideal candidate will commit to supporting a diverse and effective workforce.
QUALIFICATIONS:
Bachelor’s degree required; Human Resources experience required.
Master’s degree in Human Resources or certification in HR (e.g., SHRM-CP/SCP, PHR/SPHR) preferred.
Minimum of 5 years of HR experience, preferably in a public school district or public sector environment.
Experience managing multiple bargaining units and the collective bargaining processes preferred
KNOWLEDGE AND SKILLS:
Strong understanding of labor and education law, federal employment regulations (FMLA, FLSA, ADA, etc.), and public employment practices.
Demonstrated ability to handle sensitive personnel matters with discretion and professionalism.
Excellent communication, organizational, and conflict resolution skills.
Proficiency with HRIS systems, Microsoft Office Suite, and Google platforms;

JOB RESPONSIBILITIES:
Oversee HR processes, including hiring and onboarding, leaves of absence, personnel records, compliance tracking, and staff workload distribution
Ensure all HR practices align with Delaware and state education regulations, district policies, and applicable collective bargaining agreements.
Maintain data accuracy for reporting to the Delaware Department of Education and other regulatory bodies such as the State of Delaware.
Provide guidance to administrators and bargaining unit leadership on employee relations including performance concerns, disciplinary actions, and grievance resolution.
Develop and deliver training sessions on HR policies, conflict resolution, and employee engagement.
Audit HR policies and processes to ensure documentation accuracy, compliance and identification of opportunities for process improvements.
Promote a supportive work environment that values diversity, equity, and inclusion.
Serve as the HR representative in collective bargaining negotiations with secretary,, custodial staff, child nutrition, and transportation collective bargaining units.
Interpret contract language and provide guidance to administrators and supervisors on application of contractual provisions.
Manage grievance procedures, working closely with union representatives and legal counsel as needed.
Maintain records and prepare reports related to bargaining, grievances, and labor relations trends.
Participate in investigations into employee complaints or policy violations while ensuring neutrality, confidentiality, and compliance with applicable law.
Perform other duties as assigned.
