About the Department
Position Duties
Reporting to the Town Manager, the Business Analyst acts as a cross-departmental liaison, promoting data integrity, performance monitoring, and continuous improvement in support of capital planning, compliance, and efficient municipal operations.
System & Project Management
Lead implementation, configuration, and enhancement of the Town’s asset management and work order system. Manage daily system operations, ensuring data accuracy, integrity, and uptime. Oversee integrations with related enterprise systems including fleet, fuel, GIS, SCADA, HR, ERP, finance, and cemetery management systems. Implement condition monitoring and inspection management features to support asset lifecycle tracking and maintenance planning.
Analyze end-user requirements and translate them into functional specifications and workflows. Lead system-driven initiatives that support asset lifecycle planning, capital improvement programming (CIP), and long-term budgeting efforts. Identify and implement process and system improvements to increase efficiency and data-driven decision-making.
Deliver advanced user support and training across departments. Coordinate onboarding, access permissions, and ongoing user education. Develop and maintain standard operating procedures (SOPs) for data governance, system use, and lifecycle tracking.
Establish and maintain a centralized inventory and asset repository, including barcoding and lifecycle tracking. Coordinate consistent asset tagging and work order processes across all departments.
Develop and maintain dashboards and performance indicators (KPIs) to support operational and strategic decision-making. Generate maintenance and performance reports and document compliance with regulatory and operational standards. Maintain accurate, auditable records of asset and maintenance activities.
Minimum Qualifications
Knowledge of enterprise asset management systems, work order processes, and municipal infrastructure operations. Skilled in developing, analyzing, and presenting dashboards, KPIs, and data visualizations. Ability to collaborate across departments and translate technical information into clear business processes. Knowledge of inventory management, fleet systems, and asset tagging/barcoding methods. Skilled in business process analysis, workflow design, and system integration (ERP, HR, finance, GIS, and field data systems). Ability to manage projects independently and coordinate work across diverse teams. Knowledge of condition monitoring, preventive maintenance, and inspection management practices. Skilled in developing and maintaining documentation, SOPs, and training materials.
Bachelor's degree in Information Technology, Engineering, Business Administration, or a related major field required. Master's degree in Information Technology, Engineering, Business Administration, or a related major field preferred. Minimum of 5 years of experience in business systems analysis, CMMS/asset management administration, or enterprise system integration within a public or private organization. Experience in municipal government or public infrastructure systems management preferred.
Depending on the position, the Town may consider an equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed above, unless otherwise subject to any other requirements set forth in law or regulation.
