Summary

 

The Director of Business Development will lead strategic growth efforts across Ahtna Construction & Primary Products Corporation (AC&PPC), Alaska Valley Gravel (AVG), and Ahtna Marine & Construction Co (AMCC). This role is responsible for expanding the companies’ construction (civil & 8(a)), aggregate supply, and dredging presence within Alaska and the contiguous United States. The Director will develop and execute business development strategies that strengthen relationships, expand market share, increase contract opportunities within federal, commercial, and energy infrastructure sectors, and enhance profitability on all bids.

 

This executive-level position requires a highly motivated leader with a background in construction, aggregates, and contracting who can operate effectively across multiple business lines and geographies.

 

Essential Duties and Responsibilities

 

Strategic Growth and Market Expansion

  • Design and execute a multi-year business development strategy to expand aggregate supply and civil construction operations from Alaska into the contiguous U.S. market.
  • Identify, evaluate, and establish distribution, logistics, and partnership channels to move aggregate and construction materials efficiently to new regions.
  • Target top ENR 400 construction firms for strategic partnerships and bid opportunities across civil, 8(a), energy (LNG, solar, wind, oil and gas) and maritime infrastructure sectors.
  • Lead development of competitive intelligence on market trends, customer needs, and industry forecasts to inform leadership decision-making.

 

Relationship Development and Customer Engagement

  • Rebuild, strengthen, and grow relationships with current customers, federal agencies, tribal entities, prime contractors, and commercial partners.
  • Develop a structured client engagement plan to improve communication, follow-through, and relationship depth across all key accounts.
  • Represent Ahtna Construction, Alaska AAA Valley Gravel, and Ahtna Marine & Construction Co. at national trade shows, industry events, and networking conferences to promote the companies’ capabilities and brand visibility.

 

Federal and 8(a) Sector Expansion

  • Identify, pursue, and secure contract opportunities within the SBA 8(a) program and related government procurement sectors.
  • Develop relationships with 8(a) prime contractors and federal contracting officers to create teaming and subcontracting opportunities.
  • Lead proposal development strategies and coordinate with estimating teams to increase win rates and compliance accuracy on all bids.

 

Sales and Marketing Leadership

  • Build and mentor a world-class business development and marketing team capable of supporting national expansion efforts.
  • Oversee the development of all marketing collateral, proposals, capability statements, and digital assets to ensure consistent corporate branding.
  • Establish measurable sales processes, pipelines, and CRM reporting systems to track opportunities and manage customer relationships efficiently.

 

Operational Collaboration and Bid Strategy

  • Work closely with estimating, operations, and finance to enhance pricing strategies, ensure competitive bids, and improve project profitability.
  • Create bid evaluation metrics and conduct post-bid reviews to improve overall win-rate and margin performance.
  • Develop cross-company coordination protocols between Ahtna Construction, Alaska Valley Gravel, and Ahtna Marine & Construction Co. to maximize synergy in bids and material supply.

Minimum Qualifications

  • Bachelor's degree in a technical discipline or business administration
    • Experience may be substituted for education on a
  • Ten (10) years minimum of proven experience in business development, sales, or executive leadership within construction, aggregates, or industrial sectors.
  • Proven experience working with federal contracts, 8(a) programs, and/or large-scale construction clients (ENR 400 preferred).
  • Proven record of leading successful growth and expansion initiatives across multiple markets or regions.
  • Must possess excellent leadership, interpersonal, and communication skills.
  • Understanding of heavy civil construction, aggregate production, and supply-chain logistics.
  • Knowledge of federal procurement processes, SBA 8(a) contracting, and compliance.
  • Exceptional communication, negotiation, and presentation skills.
  • Leadership acumen with the ability to recruit, train, and motivate cross-functional teams.
  • Analytical mindset with experience in pipeline management, CRM systems, and data-driven strategy.
  • Willingness to travel (up to 40%) throughout Alaska and the Lower 48 states.
  • Ability to effectively use common Microsoft products such as Word and Excel.

 

Preferred Qualifications

  • Master's degree (desired) in field related to project's mission or equivalent experience.
  • Professional Engineering (PE) degree, MBA, or over 15 years in management/supervision in facilities support services.
  • Experience with and knowledge of Alaska Native Corporations.

Physical Demands

  • Periodic sitting, using hands/fingers requiring dexterity and coordination to handle files and single pieces of paper, reaching with hands and arms for items above and below desk level, talking, hearing, and seeing (up close, at a distance, along the periphery, with depth perception, and the ability to adjust focus); walking from place to place within the office and throughout the project with occasional use of stairs and no elevator available; bending, pushing, pulling, and standing for up to 2 hours; occasional lifting of up to 25 pounds such as small office equipment, files, stacks of paper, reference and other materials.
  • Work is often performed in an office or worksite setting with the ability to speak and receive phone communications often.
  • Work requires computer usage with strength, dexterity, coordination and visual acuity to use keyboard and video display terminal and other office equipment.
  • Travel required to employer and subsidiary offices and other locations as needed.
