About the Department
Catawba County Public Health is looking for a motivated and customer-oriented individual to serve as an Environmental Health Specialist in a progressive work environment. In this role, you will promote sound public health practice through the provision of essential environmental health services and enforcing applicable laws, rules, and regulations related to on-site wastewater systems and private water supplies. Applicants must demonstrate the ability to interact tactfully and effectively with the public and deliver services in a mobile, field-based setting. The ideal candidate should have the skills to work independently using the latest technologies and software, and be adaptable to process changes necessary to meet program goals. Environmental Health staff are field-based and equipped with advanced technology and tools to support their work. The anticipated start date is the first week of January 2026.
SALARY/COMPENSATION INFORMATION:
- The anticipated starting salary for a fully qualified Environmental Health Specialist, particularly with an authorization in On-Site Water Protection, is $57,725.47 - $72,156.84 (negotiable within range, dependent upon experience).
- Annual extra duty pay available for individuals authorized in multiple program areas.
- Clothing and mileage reimbursement programs available.
Position Duties
- Conduct site evaluations for residential, commercial, and industrial properties, including proposed and existing lots, subdivisions, and mobile home parks
- Perform soil and landscape assessments using field-based methods, including the characterization of soils, topography, and drainage conditions to determine site suitability for wastewater systems
- Determine well placement areas, ensuring compliance with construction standards and appropriate separation from potential contamination sources
- Perform well permitting, inspections, and sampling, including bacterial and chemical water quality testing
- Investigate complaints of malfunctioning septic systems and wells, determining corrective actions, issuing repair permits, and conducting follow-up inspections
- Prepare accurate permits, reports, and documentation using electronic systems and mobile technology
- Provide consultation and education to the public, contractors, and other stakeholders regarding public health laws and best practices
- Maintain professional registration and attend required training to stay informed on regulatory and technological changes
Minimum Qualifications
- Bachelor’s or postgraduate degree from a program that is accredited by the National Environmental Health Science and Protection Accreditation Council (EHAC); OR
- Bachelor’s or postgraduate degree in Public Health and 1 year of experience in the field of environmental health practice; OR
- Bachelor’s or postgraduate degree with a minimum of 30 semester hours or 45 quarter hours in the physical, biological, natural, life, or health sciences and 1 year of experience in the field of environmental health practice
- Must be eligible to meet the requirements for registration or license as an Environmental Health Specialist as outlined in Article 4, Chapter 90A of the NC General Statutes
- Authorization in On-site Water Protection (Septic Systems and Private Water Supply Wells) required, or ability to obtain within the specified timeframe after hire.
Intern/Trainee Qualifications:
- Applicants who possess one of the above degree types but do not yet meet the required experience or REHS certification may be considered for hire as an Environmental Health Specialist Intern/Trainee.

- Intern/Trainee salary is $54,967.43 (negotiable dependent upon experience)
- Must actively work toward obtaining full REHS registration by completing state exam requirements and On-Site Water Protection authorizations for a period not to exceed two years from the date of initial registration as a registered EHS intern.

- This position is considered Medium Work, requiring the ability to lift up to 40 pounds for well and septic tank lid removal.
