About the Department

Provides customer support to the public in applying for various permits and/or licenses. Reviews applications for accuracy, completeness, and compliance with local, state, and federal rules and regulations. Tracks issues with internal and external processes and assists in developing solutions for those issues.

Position Duties

  • Provides customer service and assistance by listening to citizens' needs, identifying concerns and/or problems, providing appropriate information, and routing citizens to the applicable office.
  • Processes permit and license applications, reviews technical, legal, and commercial documentation for accuracy and consistency, assesses fees, and explains County regulations and State statutes.
  • Tracks programming and process issues and reports to supervisor; assists in advising solutions for issues in the permitting and licensing process.
  • Assists, educates, and trains applicants on how to apply for permits/licenses. Assists applicants in navigating the online portal, permitting process, and various application processes, as well as explaining procedures and other requirements to developers and the public.
  • Informs and maintains contact with various Local, State, and Federal entities that impact permitting and licensing.
  • Identifies methods and resources to assist customers by creating process workflow documents and informational documentation for internal/external use.
  • Maintains various spreadsheets and databases. Tracks personal and business information for license holders and Pueblo County. Regularly updates county departments on the status of spreadsheets and databases as needed.
  • Prepares standardized and original documents and forms; composes original letters and written responses upon request.
  • Coordinates and problem-solves with County staff to assist constituents and internal stakeholders.
  • Establishes and maintains effective and cooperative working relationships with all levels of internal and/or external stakeholders.
  • Ensures department records and reports are properly maintained; processes operating records and data, maintains accounts, records, and statistical data, including compiling data for summaries and reports.
  • Maintains clear, concise, and informative contact with direct supervisor; ensures supervisor is aware of any potential issues that may arise and may need to be addressed at an elevated level.
  • Maintains office filing systems, files, and records; assembles information upon request.
  • Process purchase orders, invoices, vouchers, purchasing cards, fuel cards, personnel requisitions, and maintenance requests.
  • Meeting management, to include creating agendas and taking minutes.
  • Performs additional tasks as assigned, including filling in for other staff as necessary and/or required.

Minimum Qualifications

REQUIRED EDUCATION:

  • High School Diploma or GED Equivalency.

PREFERRED QUALIFICATIONS: 

  •  Associates’s Degree in construction management, planning, public administration, business administration, or a related field.
  • Minimum of three (3) years or more experience Permitting, Planning, Licensing, or other relevant field.
  • Notary Public Certificate within 6 months of hire.

REQUIRED CERTIFICATE:

  • Permit Technician Certificate from ICC - International Code Council within 1 year of hire.

SPECIAL REQUIREMENTS: 

  • Must successfully pass a background check.
