Position Duties
ESSENTIAL DUTIES AND RESPONSIBILITIES Other duties to provide direct or indirect service to the citizens may be assigned.
The Economic Development Manager is expected to contribute across several priority areas. Specific responsibilities include:
- Lead the City’s Business Visitation Program, with 200 visits annually, and document outcomes in the CRM. This program includes Economic Development, Tourism, and Marketing business visitation assignments.
- Assist and support EDA meetings. Project manage EDA Site Development projects, as assigned by the Director, ensuring milestones, reporting, and coordination with internal and external partners are met.
- Assist with business attraction inquiries and coordinate responses with the Director, VEDP, and regional partners.
- Schedule and facilitate industry cluster meetings, employer roundtables, and annual meetings.
- Maintain and analyze the City’s commercial property database; update listings in the VEDP iVS system biweekly.
- Monitor real estate trends and assist with property marketing, prospect packets, and investment site tours.
- Support incentive compliance and grant programs (Enterprise Zone, MUMS, LRG, VBRSP) with tracking, reporting, and business outreach.
- Stay informed on relevant workforce and talent pipeline initiatives to priority industries; coordinate with education and workforce partners when appropriate.
- Provide monthly to the department, EDA, and marketing manager information from JobsEQ, Housing Module, and Jobs Portal.
- Monitor and maintain the accuracy and relevance of the Economic Development website, coordinating updates and aligning content with outreach priorities.
- Use CRM tools to log meetings, track follow-ups, and contribute to monthly activity summaries and quarterly KPI reports.
- Contribute to content for business-facing presentations, RFP responses, and development of marketing materials.
- Coordinate with internal teams on business storytelling, marketing campaigns, and events that promote the City of Lynchburg as a place to invest.

When unusual situations occur and/or the City Manager declares a State of Emergency, all City employees may be required to accept special assignments and perform as needed to ensure appropriate service delivery.

EDUCATION AND EXPERIENCE
Candidates should bring a mix of technical expertise, relationship-building skills, and project execution experience. We’re looking for someone who can lead from within and deliver real results.
- Bachelor’s degree in economic development, public administration, business, or a related field.
- Minimum of 3 years of experience in economic development, business outreach, or site development.
- Familiarity with economic development CRMs (Simpleview preferred), incentive programs, and marketing tools.
- Strong communication, project management, and stakeholder engagement skills.
- Ability to manage both office-based and field responsibilities, including occasional evening or weekend events.
Work Expectations and Success Indicators
This is a full-time, in-office role with regular external engagement. Success will be measured by:
- Timely and effective management of EDA project deliverables.
- Daily check-ins and weekly priority setting are required.
- Active participation in monthly performance huddles and quarterly KPI reviews is expected.
- Consistent achievement of business engagement, reporting, and attraction targets.
- Strong maintenance of the commercial property database and support for site readiness.
- Up-to-date and strategically aligned Economic Development website content.
- Proactive collaboration with internal teams and regional partners.
Other Qualifications
Possession of valid driver's license issued by Commonwealth of Virginia and acceptable driving record according to City criteria
Must successfully complete IS100 and IS700 National Incident Management (NIMS) training within 90 days of employment. May also be required to complete higher levels of NIMS training as determined appropriate for the position.
